On the afternoon of January 30th, the Chairman of the People's Committee of Thanh Hoa province issued an urgent directive instructing Vinh Loc district to address the consequences of the fire that killed three people in Hamlet 4, Vinh Hung commune, Vinh Loc district; the Provincial Police; provincial departments, agencies, and units; and the People's Committees of districts, towns, and cities to strengthen fire prevention and control work before, during, and after the Lunar New Year (Year of the Dragon) and the Spring Festival in 2024.

At approximately 11:45 PM on January 29th, a house fire occurred in Hamlet 4, Vinh Hung Commune, Vinh Loc District, resulting in the deaths of three members of the same family. On behalf of the Provincial People's Committee, the Chairman of the Provincial People's Committee extends his deepest condolences to the relatives and family of the victims.
At the same time, to ensure fire safety and rescue operations, and to minimize the number of incidents and damages caused by fires and explosions during the Lunar New Year of Giap Thin 2024, the Chairman of the Provincial People's Committee requests: The Chairman of the People's Committee of Vinh Loc district should direct the organization of thoughtful visits, encouragement, and material and spiritual support for the families of the victims; closely coordinate with the Provincial Police and relevant units to organize the remediation of the consequences of the fire; promptly investigate and clarify the cause of the fire, and strictly handle any violations (if any) according to the law.
The Director of the Provincial Police Department instructed the relevant professional and functional units to urgently investigate and clarify the cause of the fire, and to conduct an inspection, evaluation, and draw lessons from the incident; and to propose serious disciplinary action against any relevant collectives or individuals if violations are found.
Authorities are investigating the cause of this serious fire.

Continue to thoroughly understand and effectively implement the legal regulations on fire prevention and rescue; and the directives of the Party Central Committee, the National Assembly, and the Government on fire prevention and rescue work. Review and continue to strictly implement Official Letter No. 1311/UBND-KSTTHCNC dated January 25, 2024, of the Provincial People's Committee on implementing Telegram No. 05/CĐ-TTg dated January 15, 2024, of the Prime Minister and Telegram No. 03/ĐK:HT dated January 19, 2024, of the Ministry of Public Security ; and Telegram No. 02/CĐ-UBND dated January 23, 2024, of the Chairman of the Provincial People's Committee on ensuring traffic order and safety, and preventing fires and explosions during the Lunar New Year and Spring Festivals of 2024.
Strengthening state management activities on fire prevention and rescue, especially inspection, guidance, and propaganda on fire prevention and rescue through diverse and rich forms and content to reach every household and every citizen, such as: Conducting synchronized propaganda along densely populated streets and residential areas with high fire and explosion risks; guiding households on measures to ensure fire safety in the use of electricity, gasoline, oil, liquefied petroleum gas, incense burning, and votive paper; organizing practical and experiential activities on fire prevention and rescue on a weekly and monthly basis, focusing on fire fighting and escape skills for citizens, students, and university students; improving the quality and effectiveness of inspection and guidance activities on fire prevention and rescue; and organizing the signing of commitments to ensure fire safety at facilities and households, to be completed before the Lunar New Year of the Year of the Dragon 2024.
Local authorities need to strengthen and promote the effectiveness of the "Neighborhood Fire Safety Team" and "Public Firefighting Station" models.
Continue to promote the effectiveness of the established "Safe Neighborhood Fire Prevention and Control Teams" and "Public Firefighting Stations". Regularly organize firefighting and rescue drills at these models and prepare the necessary conditions to organize a firefighting and rescue competition for the "Safe Neighborhood Fire Prevention and Control Teams".
They will be held accountable to the Chairman of the Provincial People's Committee if they are negligent in directing, inspecting, and supervising, leading to major fires or explosions causing serious damage to people and property within their unit or locality under their management.
