Domestic foreign language certificates 'devalued'

The VSTEP English certificate assesses learners' English proficiency at different levels, from A2 to C1 according to the European Framework of Reference (CEFR). The certificate is accepted in civil service exams, promotions, etc. However, many universities do not accept this foreign language certificate when considering applications for regular undergraduate programs.

In its 2025 admissions plan, the National Economics University will consider international English certificates (IELTS, TOEFL) in combination with high school graduation exam results; and in combination with the results of the aptitude test (Hanoi University of Science and Technology), and the results of the competency test (two National Universities). The Foreign Trade University will also only use international foreign language certificates when considering admissions in combination with the 2025 high school graduation exam results. This year, Hanoi Medical University plans to maintain the same admissions method as in 2024. Accordingly, the admissions method will combine high school graduation exam results with international foreign language certificates in English or French, and only accept IELTS or TOEFL certificates.

Among major universities, only Hanoi University of Science and Technology currently accepts VSTEP certificates. This university has the highest number of accepted English certificates for admission consideration. The Academy of Journalism and Communication also accepts VSTEP certificates for university admissions this year.

Notably, many universities organize exams and issue VSTEP English certificates, but still refuse to accept these certificates during university admissions, such as the Foreign Trade University and the National Economics University.

Ms. Pham Thanh Ha, Deputy Head of the Training Management Department at the Foreign Trade University, shared that the use of foreign language proficiency assessment certificates needs to be carefully studied. The university is currently researching and considering the use of the VSTEP English certificate to ensure its suitability with the training orientation and requirements of each program.

Dr. Le Anh Duc, Head of the Training Management Department at the National Economics University, affirmed that the university only considers international English certificates for regular undergraduate admissions. VSTEP English certificates will be considered for admission at a later date.

Regarding foreign language certificates in university admissions, each university has different conversion criteria. For example, a 5.5 IELTS score is equivalent to 9.0/10 points for Hanoi University of Science and Technology and Vietnam Academy of Agriculture; 8.0/10 points for the Vietnam Women's Academy and Thang Long University; and 8.5/10 points for the University of Transport. The Vietnam Academy of Agriculture also considers IELTS certificates at a minimum level of 4.0 (equivalent to 6/10 points). At the IELTS 5.0 level, some universities (National Economics University, Thang Long University) do not consider it, but it is converted to 8.5/10 points (Hanoi University of Science and Technology) and 8.0/10 points (Vietnam Academy of Agriculture, University of Transport).

According to the Ministry of Education and Training, 2025 will be the first year that students studying under the new general education program will participate in university entrance examinations. Therefore, the reform of the admission regulations aims to meet the requirements of the 2018 General Education Program, creating a positive impact on teaching and learning at the high school level, especially in grade 12.

Many new adjustments

According to the 2025 admissions plan of the Hanoi University of Science and Technology (Vietnam-France University), the university will apply four admission methods for 17 majors with a total of 1,088 quotas. For the method of considering high school graduation exam scores, 6 out of the 17 majors will consider 4 to 6 subject combinations, while many others will consider 11-12 combinations. Notably, some majors will have as many as 19-20 subject combinations for admission.

The Space Science and Satellite Technology major holds the record with 20 admission combinations, becoming the major with the most admission combinations in the current university system. Many other majors at the university also have a large number of admission combinations, such as Applied Mathematics with 19 combinations. In 2024, using the method of considering high school graduation exam scores, the university will consider 3-4 combinations per major. According to university admission regulations from 2024 onwards, each major could not consider more than 4 combinations. However, in the draft of the new admission regulations expected to be applied from 2025, the Ministry of Education and Training no longer limits the number of admission combinations per major, only requiring each combination to include one of two subjects: Literature or Mathematics.

Some universities have also adjusted their admission methods technically, effective from 2025. For example, the Academy of Journalism and Communication this year accepts the conversion of English scores for candidates with English certificates. The converted English score will be combined with the high school graduation exam score to form a subject combination for admission. An IELTS 5.0 certificate will be converted to 7/10 points in the subject combination based on the high school graduation exam score. Candidates with an IELTS certificate of 5.0 or higher who wish to apply to the Academy of Journalism and Communication will not have to register for the English graduation exam because the converted score will be recognized.
