Representing our province were: Mr. Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Le Van Binh, Standing Committee Member and Chairman of the Provincial Committee of the Vietnam Fatherland Front; Ms. Le Huyen, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, agencies, and localities; and 200 fishermen from the province.

With the aim of enhancing legal awareness during fishing and seafood exploitation, contributing to the Prime Minister's Action Plan on removing the IUU yellow card for Vietnamese seafood; and at the same time, encouraging and motivating fishermen to stay at sea and safeguard maritime sovereignty , in April 2023, the Ho Chi Minh City Law Newspaper launched the program "Lighting Up the Sea with Fishermen"; it is expected to take place in 28 coastal provinces and cities and last until the end of 2025.

At the event, the organizers presented 200 gift sets (including a battery, LED lights, a lifebuoy, a first-aid kit with essential medicines, and a handbook titled "Things to Know About Seafood Fishing" edited by the Ho Chi Minh City Law Newspaper) to local fishermen and 40 scholarships (each worth 3 million VND), along with many books, notebooks, and nutritious food for the children of fishermen from disadvantaged backgrounds who excel in their studies. Prior to this, the program organizers collaborated with Ngoc Minh Multi-Specialty Clinic in Ho Chi Minh City to provide free medical examinations and medication to 1,000 people in the two communes of Ca Na and Phuoc Diem (Thuan Nam).

Speaking at the ceremony, Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed that this program has profound social significance. Besides providing practical gifts to fishermen and scholarships to children of fishermen in difficult circumstances, the program also commends and replicates positive models and individuals who have become wealthy from the sea and have taken commendable actions to protect the sea. This is happening in the context of the Government, central ministries and agencies, and localities, including Ninh Thuan, and many fishermen striving to implement urgent solutions to remove the IUU yellow card from Vietnam's seafood industry. From there, it creates inspiration and encouragement for the determination of Ninh Thuan fishermen to "venture out to sea, understand the law, and stay at sea safely," firmly protecting the sovereignty of the Fatherland.

Comrade respectfully extends his most sincere and profound gratitude to Comrade Truong Hoa Binh and the Ho Chi Minh City Law Newspaper for their attention and support to the province; hoping that in the future, the Ho Chi Minh City Law Newspaper will continue to accompany the province, maintaining, expanding, and organizing more activities to care for and support fishermen in particular and the people of Ninh Thuan in general, through the "Lighting Up the Sea with Fishermen" program and other meaningful programs initiated and implemented by your newspaper. We believe that, with the profound significance of the program, each fisherman participating in fishing at sea is a soldier, and each ship going out to sea is a "landmark of sovereignty" at sea, contributing together with the military and people of the whole country to firmly protect national sovereignty, sovereign rights, and jurisdiction at sea.
