Explaining the reason for this regulation, officials from some banks said that using citizen identification cards will help scan the customer's identification number, while photocopies cannot look up personal information or identification numbers.

In fact, there have been cases of using someone else's ID card/CCCD and then pasting their own photo onto it to make bank transactions. Therefore, banks require customers to use the original ID card/CCCD to verify information and personal identification number.

Notarized copies of ID cards/CCCDs usually specify the validity period and are only valid for use within that period. Depending on the bank, the original will be required for comparison, so customers will not be able to make ATM cards with photocopies. However, some banks will agree to make ATM cards with photocopies of ID cards/CCCDs, provided that the copies are certified by a red seal of a competent authority and are still valid. However, when getting an ATM card, customers still need to present the original ID cards/CCCDs for comparison.
