The People's Committee of Da Nang City recently organized a workshop on international cooperation to promote investment and business, leveraging new trends. The event was held within the framework of the Forum of Friendship and Cooperation Cities – Da Nang 2025.

In his opening remarks at the workshop, Mr. Ho Ky Minh, Vice Chairman of the Da Nang City People's Committee, said that despite facing many difficulties and challenges in recent times, Da Nang City has strived to maximize its internal resources, combine them with external resources, and strengthen international cooperation to promote development and affirm its role as an economic growth pole in the Central and Central Highlands regions of Vietnam.

In particular, Resolution No. 136/2024/QH15 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City officially came into effect on January 1, 2025, marking an important milestone in the development process of Da Nang City with new driving forces for development… At the same time, Da Nang was also selected to pilot the development of a regional-scale financial center.

“Faced with new opportunities, favorable circumstances, and advantages, Da Nang hopes that partners, the business community, and investors will continue to further promote cooperation, investment, and business activities in the city, especially in areas where you have strengths and Da Nang is focusing on development such as semiconductors, artificial intelligence, innovation, Free Trade Zones, and International Financial Centers,” Mr. Minh said.

Regarding investment opportunities in the new context, Ms. Le Thi Tuyet Mai, Deputy Director of the Da Nang Investment Promotion and Support Board (IPA Da Nang), stated that from 2023 onwards, semiconductor chips and artificial intelligence have been identified as new drivers for breakthrough development in Da Nang in the coming period.

Representatives from IPA Da Nang provided information on preferential policies for investing in high-tech zones and concentrated information technology zones in Da Nang.

Building on its existing strengths, Da Nang aims to become one of the top three semiconductor and artificial intelligence centers in Vietnam by 2030; successfully attracting at least 20 semiconductor design companies and 1 to 2 packaging and testing companies.

Regarding the Free Trade Zone, the IPA representative informed that Da Nang City is currently researching and planning 10 locations for the construction of a Free Trade Zone with three functional sub-zones: a production sub-zone, a trade and service sub-zone, and a logistics sub-zone. Da Nang City is calling for strategic investors to invest in these sub-zones, and investors will also enjoy outstanding incentives and investment support such as project operating periods of up to 70 years; preferential customs treatment; and incentives such as exemptions and reductions in land rent and corporate income tax.

Regarding the development of a regional-scale financial center, the Deputy Director of IPA Da Nang stated that Da Nang will be built with a multi-component ecosystem, focusing on attracting, developing, and providing modern financial services such as Fintech services, investment support services and startup business development, cryptocurrency asset management, digital banking, etc.

At the workshop, representatives from the Department of Science and Technology shared information on policies to promote entrepreneurship and innovation, and the Department of Information and Communications shared information on policies for developing the semiconductor and artificial intelligence sectors in Da Nang City with investment funds, businesses, and domestic and foreign investors.

In this context, Mr. Le Xuan Phong, Deputy Director of the Department of Information and Communications, conveyed a message to investors and businesses that the city aims to attract investment through its human resources and that the locality is implementing all solutions, including support from strategic partners and universities, to focus on training human resources to meet market demands and business recruitment needs.
