Mr. Bortnikov also accused the North Atlantic Treaty Organization (NATO) of being involved in the attack. The FSB chief asserted that NATO facilitated the transfer of international mercenaries and terrorists from the Middle East, North Africa and Afghanistan to Ukraine, so that these groups could fight against Russian forces. According to the FSB head, the circumstances of the crime will be clarified and all those involved in the terrorist attack will be punished.

The Islamic State of Khorasan (ISIS-K) group had previously claimed responsibility for the attack. However, the FSB said the US, UK and Ukraine may also have been involved in the attack. Ukraine and Western countries denied all accusations.

The FSB has arrested dozens of suspects, including four Tajik nationals who directly attacked the Crocus theater.
