Resolution 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on "sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030" (Resolution 06) has created a strong driving force for Co To island district to develop a sustainable socio-economy, improving the quality of people's lives.

Previously, Co To faced many difficulties in infrastructure such as lack of electricity, clean water and difficult transportation. However, after implementing Resolution 06, the island district invested in building a synchronous electricity, water and transportation system, creating favorable conditions for people in daily life and economic development. The total state budget capital allocated directly to implement Resolution No. 06-NQ/TU in conjunction with the National Target Programs in the 5 years from 2021 - 2025 reached more than 259.5 billion VND.

The district's socio-economic infrastructure is invested in a synchronous, modern, interconnected, and comprehensive manner. 100% of the roads in the district are renovated, upgraded, asphalted, and concreted to facilitate people's travel and production. By 2022, 10/10 schools will be recognized as meeting national standards level 1 and by 2024, 2 schools will meet national standards level 2. The district health center is invested in construction and upgraded to meet standards with over 60 hospital beds; 3/3 commune and town health stations meet standards, with equipment meeting standards for initial medical examination and treatment at the facility. The rate of health management for the entire population using electronic records reaches 100%. Cultural facilities, the system of District and Commune Cultural Houses and Cultural Houses of villages and areas have been newly invested in and upgraded, ensuring that 100% of villages and areas have cultural houses and community activity places that meet the prescribed criteria; 100% of villages and areas have Internet access points and shared libraries; 100% of households have access to the national grid. In the district, there are 6 reservoirs with 4 water treatment station systems, ensuring domestic water supply for people and tourists.

In particular, the breakthrough development of Co To after 5 years of implementing Resolution 06 is focusing on shifting the economic structure towards sustainability. From an island district with an economy mainly based on small-scale fishing and spontaneous services, Co To has gradually shaped its economic structure towards services - fisheries - agriculture, with a focus on sustainable development and green economy.

Co To identifies sustainable aquaculture development as the backbone of the district's socio-economic development, including: Promoting the development of marine aquaculture and seafood processing activities. By the end of 2024, the district's concentrated aquaculture area will reach 69.1 hectares, with an output of 350 tons/year and a production value of 35 billion VND/year, with 2 main farming groups of mollusks: rock snails, colored snails, clams, oysters, geoducks... and caged fish: grouper, red snapper, cobia,...; creating jobs and stable income for 42 households/farming facilities. The district has 9 models of linking production and processing of seafood according to the value chain, ensuring food safety. Up to now, Co To district has 66 OCOP products, of which 24 products have achieved 3 stars and 4 products have achieved 4 stars. In the first quarter of 2025, the district's total aquatic product output reached more than 1,550 tons, reaching 27.63% of the yearly plan; the output of processed jellyfish reached more than 140,000 barrels.

Co To has invested heavily in tourism infrastructure such as the intra-island transportation system, ports, beaches, accommodation facilities and entertainment services. The district pays special attention to eco-tourism, resorts and community tourism, applying information technology to promote digital transformation in the tourism sector, introducing, promoting, promoting and communicating Co To tourism, developing tourism associated with environmental protection. The number of tourists to Co To has increased sharply. In the period of 2021-2025, Co To welcomed more than 873.6 thousand visitors, of which international visitors reached 5,651; estimated revenue reached over 2,000 billion VND. In the first 3 months of this year, there were more than 7,800 tourists to Co To, with revenue reaching over 23.4 billion VND.
