Announcing the results of the 2023 PAPI Index ranking: Phu Tho in the high-scoring group

On April 2, in Hanoi, the Center for Community Support and Development Studies (CECODES) under the Vietnam Union of Science and Technology Associations and the United Nations Development Program (UNDP) in Vietnam organized the announcement of the 2023 Vietnam Provincial Governance and Public Administration Performance Index (PAPI) report.

According to the report, in 2023, Thua Thien Hue led the PAPI Index with 46.0415 points, followed by Thai Nguyen (45.7875), Bac Ninh (45.7047), Soc Trang (45.6196)... Phu Tho province is in the group of provinces and cities with high scores with 42.9957 points.

PAPI is the largest sociological survey in Vietnam focusing on understanding the effectiveness of governance, policy implementation, and public service provision based on people's assessment and experience with annually collected data; the scale is assessed based on 8 content indicators: Survey of people's participation at the grassroots level; transparency in decision-making; accountability to the people; control of corruption in the public sector; administrative procedures; public service provision; environmental governance and e-governance.

The PAPI index aims to improve the efficiency of local governments in serving the people in order to better meet the increasing demands of the people through: Creating opportunities for people to participate in evaluating the effectiveness of government operations, advocating for governments to improve the way they serve the people; promoting self-assessment for innovation, creating healthy competition habits and a culture of learning experiences among local governments.

Phu Tho is in the group with high scores of PAPI.

The report reflects the feelings, experiences, opinions and expectations of nearly 20,000 people across Vietnam on the effectiveness of State policy and law enforcement, local governance and public service delivery by authorities at all levels. Through the PAPI survey conducted from August to November 2023.

The PAPI Index is a product of research cooperation between CECODES and UNDP in Vietnam from 2009 to present, with the support of many partners throughout the research implementation process.
