Due to the impact of Typhoon No. 5 in 2025, which caused prolonged heavy rain in Thanh Phong commune, on the night of August 25th, a landslide occurred on Pu Kang hill, Hai Huan village (on the embankment of the road from Tan Phong village to Hai Huan village, a 3.5m wide concrete road).
Accordingly, the embankment slope in this section is approximately 200m long, the average height of Pú Kắng hill is about 20-30m and has a fairly steep slope. Two large landslides have occurred, causing soil to fall onto the roadbed (the first landslide is about 30m long, the second is about 50m long); in the remaining embankment areas, besides the steep slope, the soil structure is loose and shows signs of erosion of the outer weathered layer.
Immediately after the incident, the People's Committee of Thanh Phong commune organized cleanup and removal of the landslide to reopen the road and ensure traffic flow. The landslide poses a direct risk to 5 households with 27 people living right at the foot of the embankment of the concrete road and endangers the safety of people and vehicles traveling on the road from Tan Phong village to Hai Huan village.
The landslide situation in this area is expected to continue to develop in a complex and unpredictable manner, especially when rain and floods occur.
The Provincial People's Committee has instructed the Thanh Phong Commune People's Committee to immediately implement necessary measures to ensure the safety of people and property of households living in areas at risk of landslides. They are to maintain a constant presence, closely monitor the landslide situation, and promptly report any dangerous situations to the competent authorities. They are to erect barriers and place warning signs within the landslide area and inform and educate residents and organizations in the area to proactively prevent accidents; absolutely prohibiting people from entering the dangerous area, especially during rain and floods. They are to urgently develop, approve, and implement a response plan in accordance with regulations, ensuring the safety of people and property according to the "four on-the-spot" principle, paying particular attention to proactively relocating and evacuating households to safe areas and implementing appropriate reinforcement measures to limit the spread of landslides.
Newspapers and Thanh Hoa Radio and Television Station are responsible for informing and warning the public about the aforementioned emergency situation so that people are aware and can proactively take preventive measures.
Regarding remedial measures to ensure long-term safety, the Provincial People's Committee has instructed the Thanh Phong Commune People's Committee to urgently conduct a survey and specific assessment of the scope, scale, and extent of the landslide, determine appropriate handling methods, complete the dossier, and report to the competent authority for consideration and decision on financial support for investment and implementation, ensuring long-term stability in accordance with the law.
The Department of Agriculture and Environment and the Department of Construction, according to their assigned functions and duties, shall study the proposed solution submitted by the People's Committee of Thanh Phong commune, based on current legal regulations and the actual situation, and provide a written response to the People's Committee of Thanh Phong commune no later than 15 days after receiving the request.
The Department of Finance shall urgently take the lead and coordinate with relevant units to study the dossier, proposed solutions, and recommendations of the Thanh Phong Commune People's Committee; based on current legal regulations, provide advice and propose to the competent authority to consider and decide on financial support to address and remedy the landslide incident, and report the results to the Chairman of the Provincial People's Committee no later than 20 days after receiving the request from the Thanh Phong Commune People's Committee.
