Voters are concerned that some large hospitals have not been put into operation, causing waste.

In their feedback submitted to the 8th Session of the 15th National Assembly, voters and the public expressed concerns about the lack of a comprehensive list of medicines covered by health insurance; the unclear and non-transparent advertising of functional foods and medicines, with uncontrolled quality, causing frustration among consumers; and the wastefulness of investing in the construction of some large hospitals that have not yet been put into operation to serve the people.

On the morning of October 21st, at the opening session Eighth session, 15th National Assembly Comrade Do Van Chien, Member of the Political Bureau , Secretary of the Central Committee of the Party, and Chairman of the Central Committee of the Vietnam Fatherland Front, presented the Report summarizing the opinions and recommendations of voters and the people submitted to the Session.

Voters are worried about the high risk of renewed poverty caused by storms and floods.

Comrade Do Van Chien stated that voters and the people expressed their boundless sorrow at the passing of General Secretary Nguyen Phu Trong and were deeply saddened by the severe devastation caused by recent natural disasters, storms, and floods, especially... Typhoon No. 3 (typhoon Yagi).

Concerned that Typhoon No. 3 will cause significant damage to 26 northern provinces and cities, making people's lives more difficult and increasing the risk of renewed poverty, voters and the public hope that the Party and the State will have more fundamental policies and solutions to ensure the safety of the people in the face of the major impacts of climate change.

Voters and the public acknowledge the efforts of the health sector and the dedication of doctors in providing medical care to the people, and have basically overcome the shortage of medicines, biological products, and medical supplies for examination and treatment. However, concerns remain regarding the lack of a comprehensive list of medicines covered by health insurance; the unclear and non-transparent advertising of functional foods and medicines, with uncontrolled quality, causing frustration for consumers; and the fact that some large hospitals have been built without proper coordination and have not yet been put into operation to serve the people, leading to waste.

According to the Chairman of the Central Committee of the Vietnam Fatherland Front, voters and the people continue to express their profound trust in the struggle. combating corruption and negative practices. This is in line with the Party and State of Vietnam, headed by General Secretary and President To Lam, Head of the Central Steering Committee on Anti-Corruption and Negative Phenomena. At the same time, we hope that the Party and State will objectively assess the main and primary causes of corruption, negative phenomena, and wastefulness in order to develop more fundamental and effective solutions for prevention and control.

Voters and the public are also pleased that the Housing Law of 2023, the Real Estate Business Law of 2023, the Land Law of 2024, and the guiding decrees for their implementation have officially come into effect from August 1, 2024, with many new regulations that directly impact citizens, businesses, economic organizations, and Vietnamese people residing abroad.

However, despite the issuance of decrees and guiding circulars, after two months of implementation, it has become clear that the enforcement of these three laws still faces some obstacles, with many local authorities yet to issue guiding documents within their jurisdiction. Voters and the public request that state agencies pay more attention to the implementation of these three laws, ensuring compliance with legal regulations and convenience for the people.

In addition, voters who are workers and low-income earners are eager to buy social housing, but as 2024 draws to a close, the progress of investment projects is very slow, and there are still some shortcomings regarding eligibility for social housing that need to be addressed promptly.

Allocate resources to help people quickly stabilize their lives after the storm.

Presenting the recommendations of the Presidium of the Central Committee of the Vietnam Fatherland Front, Comrade Do Van Chien stated that Typhoon No. 3 caused very heavy damage. The Party and State have paid attention to allocating resources to rebuild bridges, roads, dikes, schools, etc., and support the reconstruction of houses for the people.

The sharing, support, and joint efforts of the people nationwide, the business community, organizations and individuals in the country and Vietnamese people abroad, and international organizations have contributed labor and resources to overcome the consequences of the storms; many creative approaches and noble gestures have helped people alleviate difficulties and initially stabilize their lives.

However, the risk of crop failure, famine, and loss of livelihood remains real. We propose that the Party and the State should soon allocate resources from the state budget to provide food, seedlings, and essential supplies to help people quickly restore production and stabilize their lives.

With the Law on Implementing Democracy at the Grassroots Level coming into effect on July 1, 2023, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes that competent authorities, especially the People's Councils and People's Committees of provinces and cities, pay attention to issuing legal documents to implement the consistent policy of the Party: "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," mobilizing the strength of the entire people to strive for the successful achievement of socio-economic development goals and ensuring national defense and security.

Given that voters and the public are very interested in the Party Congresses at all levels, and especially the 14th National Congress of the Party, the Presidium of the Central Committee of the Vietnam Fatherland Front proposes that Party committees from the provincial to the grassroots level specifically identify the contents that require public feedback, and promptly send out documents (at least 30 days in advance) to organize a broad, substantive, and high-quality feedback process.

Regarding major campaigns and patriotic emulation movements launched by the Party, State, and Vietnam Fatherland Front, voters and the people highly appreciate and strongly support them, and the results achieved are enormous. However, the Presidium of the Central Committee of the Vietnam Fatherland Front believes that more attention should be paid to the work of summarizing and evaluating, commending, and rewarding collectives and individuals who have achieved outstanding results.

We propose that the Central Emulation and Commendation Council provide specific guidance on commending and rewarding outstanding collectives and individuals in the prevention, control, and mitigation of the consequences of Typhoon No. 3 and the nationwide movement to eliminate temporary and dilapidated houses for poor and near-poor households in 2025.

According to Comrade Do Van Chien, voters and the people highly appreciate and strongly support the mobilization of social resources to eliminate temporary and dilapidated houses in accordance with the Party's policy, the Prime Minister's initiative, and the Vietnam Fatherland Front's plan. They also hope that the Party and the State will allocate state budget funds to implement this program; ministries, sectors, localities, and communities need to focus intensely and employ creative approaches suitable to the practical situation in order to complete it by 2025.
