A business in Bac Ninh province stated that they spent billions of VND to apply fire-resistant paint to the entire steel structure of their factory. However, their building has not yet received fire safety certification.
Similarly, another business in Ha Nam province also spent hundreds of millions of dong on fire-resistant paint for its factory but has not yet been able to get it inspected.
Not only do these businesses spend a lot of money investing in fire-resistant paint, but they also incur significant costs for maintaining and servicing their factories and equipment. This creates many difficulties for businesses in the process of bringing their factories into operation.
These are just two of many businesses facing obstacles and being unable to have their construction projects inspected due to issues related to fire-retardant paint. According to these businesses, their fire safety design documents were approved, allowing the use of fire-retardant paint. However, the fire-retardant paint was not accepted for fire safety inspection.
The Fire Prevention and Rescue Police Department stated that these problems mainly stem from inaccurate advice provided by the consulting unit to the investor, the investor's lack of understanding of fire safety regulations, and the contractor's limited capabilities.
According to the Fire Prevention and Rescue Police Department, the fire safety design review only involves setting fire resistance limits for the building structure. This factor will be used as the basis for assessing the building's fire resistance rating. This review will not relate to the fire protection solutions for the building structure.
The Fire Prevention and Rescue Police Department stated that many fire safety design documents propose fire-retardant paint solutions; however, in reality, these solutions are based only on experience and not on the fire-resistant design of the building or the actual fire resistance capabilities of the paints currently available on the market. This leads to a situation where projects that have been painted with fire-retardant paint fail to pass fire safety inspections.
According to the Fire Prevention and Rescue Police Department, investors, fire-retardant paint manufacturers, and construction contractors often view the use of fire-retardant paint as simply a finishing paint for interior and exterior spaces, without considering the technical principles of using this product. Consequently, upon completion, construction projects often fail to meet fire safety standards and are not accepted.
The proposal to use fire-retardant paint in building structure design is merely a suggested solution, the Fire Prevention and Rescue Police Department emphasized.
Accordingly, the investor, construction unit, and design unit must assess the feasibility of the proposed plan. If the fire protection plan for the building structure is not feasible, an alternative solution must be found to ensure the fire resistance limit is met.
The Fire Prevention and Rescue Police Department also advises that investors and contractors, when choosing fire-resistant paint, should pay close attention to selecting products that have been tested, have data related to the fire resistance design of the building structure, and have been inspected according to regulations.
