Did Diu Thao break the rules when taking the exam?

This information surprised the public when the Miss Transgender Vietnam contest - organized by Miss Huong Giang's company - was administratively fined 55 million VND by the Ho Chi Minh City Department of Culture and Sports for organizing the contest without permission.

Specifically, on April 9, a representative of the Department of Culture and Sports of Ho Chi Minh City announced that the final round of Miss International Queen Vietnam 2023 was an unlicensed activity.

Ms. Nguyen My Hanh - Deputy Chief of Office of the Department of Culture and Sports of Ho Chi Minh City, said that the authorities had requested the organizer of Miss International Queen Vietnam 2023 to stop the program at the time of inspection, but the unit did not comply and continued to carry out the program.

Speaking with Giao Thong Newspaper, lawyer Tran Xuan Tien - Head of Dong Doi Law Office ( Hanoi Bar Association) said that the above violation was committed by the contest organizers and the administrative penalty also applies to organizations, not to individuals.

Furthermore, the Miss International Queen Vietnam Organizing Committee also admitted violations and shortcomings in the organization of the contest. This unit said that it will strictly comply with and implement the law's decision to punish the recent violations.

"Therefore, Nguyen Ha Dieu Thao does not violate the law and has the right to participate in international beauty contests if she meets the conditions for going abroad to compete in beauty and modeling contests.

According to the provisions of Clause 1, Article 20 of Decree 144/2020/ND-CP, before going to Thailand to participate in the Miss International Queen 2023 contest, Nguyen Ha Dieu Thao must complete the procedure to request the specialized cultural agency under the People's Committee of the province where she resides to request a document confirming her participation in the contest.

The dossier components and procedures are clearly stipulated in Article 20 of this Decree. After receiving valid dossiers, within 02 working days, the competent authority will review, decide and notify the results in writing to the requesting individual," lawyer Tien analyzed.

The final round of Miss Transgender Vietnam 2023 took place on the evening of April 8. Beauty Dieu Thao from coach Mai Ngo's team won, winning the crown and a spot in the Miss International Transgender 2023 competition in Thailand. The two beauties Tuong San and An Nhi ranked first runner-up and second runner-up, respectively.

According to the rules, Dieu Thao is the next representative of Vietnam at Miss International Queen 2023, taking place in Thailand.
