Regarding the bribery case, including giving bribes, receiving bribes, and abusing official positions and powers while performing official duties, which occurred in Lam Dong province and some related localities, Mr. Tran Duc Quan (former Secretary of the Lam Dong Provincial Party Committee) and Mr. Tran Van Hiep (former Chairman of the Lam Dong Provincial People's Committee) were prosecuted for receiving bribes.

According to the indictment, Conclusion 929 of the Government Inspectorate stated: It requested the Lam Dong Provincial People's Committee to "terminate operations and reclaim land for the Dai Ninh project of Saigon Dai Ninh Company". Therefore, on August 14, 2020, the Lam Dong Provincial People's Committee issued a plan to implement the above conclusion, in which it assigned the Department of Planning and Investment to propose to the Provincial People's Committee "terminate operations and reclaim land for the Dai Ninh project".

Under the guidance of Mr. Tran Van Minh (then Deputy Chief Inspector of the Government ), on November 24, 2020, Mr. Nguyen Cao Tri, General Director of Saigon Dai Ninh Company, met with Mr. Tran Duc Quan (former Secretary of the Provincial Party Committee) and Mr. Tran Van Hiep (former Chairman of the People's Committee of Lam Dong province) to report on the transfer of the project from Ms. Phan Thi Hoa.

Mr. Tri gave Mr. Quan and Mr. Hiep 200 million dong each and asked them both to pay attention and help to get the project extended and the deadline postponed.

During the process of meeting with Mr. Tran Van Hiep to request a change in business registration, specifically a change in the legal representative, agreeing with the Government Inspectorate to extend and postpone the Dai Ninh project; directing departments and agencies to implement Conclusion 1033 to extend the project, and calculating land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Mr. Tri gave Mr. Hiep a total of 4.2 billion VND on seven separate occasions.

Specifically, on November 24, 2020, Mr. Tri met with and gave Mr. Hiep 200 million VND at Mr. Hiep's office at the Provincial People's Committee as a greeting and to request his attention and support in carrying out procedures related to the Dai Ninh project.

On March 15, 2021, after concluding a meeting with the Government Inspectorate's Task Force, Mr. Tri went to Mr. Tran Van Hiep's office at the Provincial People's Committee to meet with him and gave him 500 million VND, asking him to provide support so that the Dai Ninh project could be extended and continue to be implemented.

For the third time, on March 29, 2021, before the meeting between the Government Inspectorate and the Lam Dong Provincial People's Committee regarding the verification results of the complaint from Saigon Dai Ninh Company, Mr. Tri went to Mr. Hiep's private residence and gave him 500 million VND to gain his support.

On October 19, 2021, after a meeting with relevant departments to calculate land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Mr. Tri went to Mr. Hiep's private residence and gave him 1 billion VND.

On January 11, 2022, while attending a meeting with the Provincial People's Committee and relevant departments regarding procedures for extending and postponing the project's progress, Mr. Tri went to Mr. Tran Van Hiep's office at the Provincial People's Committee and gave him 1 billion VND.

On May 27, 2022, after a meeting with the Department of Finance and the Department of Natural Resources and Environment to determine the financial obligations of Saigon Dai Ninh Company, Mr. Tri went to Mr. Hiep's office and gave him 500 million VND. On the seventh occasion, on January 9, 2023, Mr. Tri again went to Mr. Hiep's private residence and gave him another 500 million VND.

Similarly, Mr. Nguyen Cao Tri repeatedly met with Mr. Tran Duc Quan to ask for his guidance and assistance in changing his business registration, supporting the verification results of the Government Inspectorate, and carrying out procedures for project extension and land use fee calculation; at the same time, Mr. Tri visited Mr. Quan's office at the Lam Dong Provincial Party Committee five times to meet him and gave him a total of 2.1 billion VND.

Similar to the payments made to Mr. Tran Van Hiep, Mr. Tri's payments to Mr. Tran Duc Quan all occurred at times when the Lam Dong Provincial People's Committee and the Government Inspectorate were gradually creating favorable conditions for Mr. Tri to continue implementing the project.

To date, Mr. Tran Van Hiep and Mr. Tran Duc Quan have influenced their families to deposit the entire amount they received from Mr. Nguyen Cao Tri into the temporary holding account of the Investigation Agency.
