The Ho Chi Minh City Police Department has completed its investigation and requested the People's Procuracy at the same level to prosecute 254 defendants related to the violations that occurred at the Vietnam Register and related agencies.
According to the investigation conclusion, in the process of appraising the design documents of modified motor vehicles, the leaders and inspectors of the Motor Vehicle Inspection Department (VAR), Vietnam Register took advantage of their positions to not properly follow the appraisal and inspection process; ignored errors in the design documents, issued design appraisal certificates against regulations to receive bribes from companies from 1.5 million VND to 3 million VND/document.
In March 2019, Tran Anh Quan was appointed Acting Head of the Department of Motor Vehicle Inspection. At this time, the inspectors assigned to review design documents met with Tran Anh Quan to report on the receipt of bribes from design companies during the document review process.

After that, Tran Anh Quan and the inspectors agreed to divide the money monthly according to the ratio of 700,000 VND/file for Tran Anh Quan (including the part that Quan received, the part that Quan received for diplomatic reception and the part that Quan divided for the leaders of the Department, Tran Ky Hinh and Dang Viet Ha); 100,000 VND/file for each of the VAR Deputy Heads; 50,000 VND/file for each of the office staff.
In August 2021, Tran Ky Hinh retired and Dang Viet Ha was appointed to the position of Director.
In the meeting with the VAR Department leaders, Dang Viet Ha requested the VAR Department to report accurately the data of the design appraisal files every month, ensuring that Ha's benefits are the highest. Quan and the participants in the meeting all understood that when receiving money during the design appraisal process, the highest percentage must be given to Ha.
After the above meeting, Tran Anh Quan met and consulted with Nguyen Duc Toan, Dang Tran Khanh, Trinh Binh Duong (all Deputy Heads of VAR Department) about Dang Viet Ha's request and agreed that Quan would be in charge of the design appraisal section.
Therefore, Quan summoned the inspectors to discuss and agree on how to divide the money according to Dang Viet Ha's request with the following ratio: Dang Viet Ha 400,000 VND/file, Quan 300,000 VND/file, the Deputy Heads of VAR each 100,000 VND/file, put into the diplomatic fund 140,000 VND/file, give the office staff each 40,000 VND/file, the remaining amount is for the inspectors.
All inspectors agreed on the above policy and convention for dividing the money. According to the above policy, from the 1st to the 10th of every month, after calculating the number of documents that have been appraised and the corresponding amount of money according to the convention, the inspectors will meet and give cash to Quan, 3 Deputy Heads of Department, and 4 office staff.
As for the fund, the inspectors agreed to give it to Nguyen Tuan Chau and Vu Hong Quang to keep for diplomatic use, receiving guests...
After receiving the money, Quan continued to check the number of files that the VAR Department had approved in the month multiplied by the amount of 400,000 VND/file.

Tran Anh Quan will put money in an envelope, write the appraised file number and the amount on it, then give it to Dang Viet Ha at Ha's office.
By October 2022, due to the police discovering and handling violations by the inspection units, the above people no longer received bribes in the design document appraisal activities.
According to the investigation conclusion, from March 1, 2019 to September 30, 2022, the Motor Vehicle Inspection Department assessed and issued 29,676 Design Assessment Certificates.
Defendant Tran Anh Quan received more than 20 billion VND from the inspectors. Of the bribes he received, Quan divided nearly 1.7 billion VND for Tran Ky Hinh; nearly 6 billion VND for Dang Viet Ha; more than 1.6 billion VND for diplomatic expenses, receptions, and conferences; the amount of bribes Quan benefited from was more than 11 billion VND.
In addition, during the process of granting operating licenses and inspecting and evaluating the 50-19D Vehicle Inspection Center, Tran Anh Quan also received a bribe of 9,500 USD from Tran Buu Tung.
