Da Nang: Contract almost expired, project worth more than 1,059 billion VND is only 38% completed

After more than 2 years of construction, the Central Region Linkage Project is only about 38% complete even though the implementation deadline is approaching.

Project delayed due to land acquisition issues.

The Central Region Linkage Project spans approximately 31.5 km, passing through the communes of Thang Truong, Tay Ho, Chien Dan, Tien Phuoc, Thanh Binh, Lanh Ngoc, and Tra My. The adjusted total investment for the project is VND 1,059.8 billion (equivalent to USD 47.624 million), of which VND 339.3 billion is for compensation and land clearance. Construction commenced in July 2023, with an estimated completion time of 870 days.

According to the report of the Quang Nam Investment and Construction Project Management Board, the project has currently achieved a construction output of approximately 196 billion VND out of 516 billion VND (38.13% of the contract); the output from the beginning of the year to date is over 61 billion VND out of 112.9 billion VND (54.68%).

Overall, this key transportation project is behind schedule and unlikely to be completed by 2025. Cumulative disbursements to date have reached 398.283 billion VND.

Nearly two years after its commencement, the Central Region Linkage Project has only achieved approximately 38% completion.

According to reporters' observations, the contractor has very few construction teams or is only carrying out tasks such as embankment construction and culvert installation, and these are disjointed and not continuous. For example, in the section passing through Thang Truong commune, the Truong Giang bridge is basically completed, with the retaining wall and railing under construction. The 0.4 km section of the road handed over lacks access for further work. In many sections, the contractor is still working on culverts, drainage ditches, or foundation excavation, but these are incomplete, negatively impacting the daily lives of local residents.

According to the investor, only 15.7 out of 31.5 km (49.8%) of the project has been handed over so far. Thang Truong and Thanh Binh communes are two localities still facing many difficulties and obstacles in land clearance. Specifically, Thang Truong commune has only handed over about 0.7 out of 2 km (corresponding to 35%), but 400 meters of the land is discontinuous and lacks access roads for construction.

Thanh Binh commune handed over only 0.9/7.42 km of land, but construction has been completed on 3 sections totaling 0.8 km; the remaining area has discontinuous and scattered land, and the electricity and fiber optic cable systems have not yet been relocated, so construction cannot begin. The Tien Canh resettlement area is currently undergoing compensation procedures and has selected a construction contractor, but land leveling has not yet commenced.

The project must be completed by 2026.

To ensure the 2025 plan is met and the project is completed and finalized in 2027, the investor requests the People's Committee of Ho Chi Minh City to direct the People's Committees of the communes and the compensation implementing units to focus on resolving difficulties and accelerating the handover of land for construction. The regional branches 9, 10, and 15 of the City's Land Fund Development Center should promptly receive compensation dossiers from the localities to continue the compensation and land handover process.

The Da Nang City Land Development Center is urged to promptly complete the Nghia Hoa residential area project in the first quarter of 2026. Procedures should be finalized soon so that the regional branch can withdraw funds from the treasury to pay the residents.

In light of the above situation, the Vice Chairman of the Da Nang City People's Committee, Tran Nam Hung, requested that land clearance work be accelerated and the project be completed in 2026.

Deputy Chairman of Da Nang City People's Committee Tran Nam Hung acknowledged that due to obstacles related to land clearance and resettlement, the project cannot be completed in 2025. This means the investor must work with relevant units to further extend the project completion deadline.

The Vice Chairman of the City People's Committee also stated that the loan agreement has expired, and in principle, the road should be completed this year. The city is assigning relevant agencies, including the investor, to work with central ministries and departments to extend the project.

Therefore, the most important objective of the project in the coming period is to compensate, clear the land, and provide resettlement land for the people.

The leaders of the City People's Committee have given specific instructions for each case and situation, and provided very detailed guidelines . We must be determined and resolute in completing the land clearance work for the entire route this year. Next year, we will definitively complete the Central Region Linkage Project,” Mr. Hung emphasized.
