On December 13th, the 26th session of the 4th term of the Ho Chi Minh City National University Council met to determine several important strategies for developing the training and research system. A highlight was the policy of waiving tuition fees and granting full scholarships to 100% of doctoral students.
The goal is to be among the top 100 universities in Asia.
At the meeting, the Council approved a long-term development program with a vision to become a leading research university in Asia by 2045, with at least four disciplines ranked in the top 50 worldwide .
The development strategy of the Vietnam National University Ho Chi Minh City aims to triple the number of international publications on Scopus and increase the proportion of postgraduate students to at least 30%.
This is seen as a breakthrough aimed at attracting talent, improving the quality of postgraduate training, and working towards the goal of being among the top 100 universities in Asia by 2030.
In particular, the Vietnam National University Ho Chi Minh City (VNU-HCM) is committed to implementing groundbreaking policies to cultivate young research talent. This includes a commitment to waiving tuition fees and providing scholarships to 100% of doctoral students through a mechanism that pays them salaries as teaching assistants and research assistants.
Simultaneously, research is being conducted on adjusting tuition fee support policies, creating favorable conditions for postgraduate students, removing foreign language proficiency requirements for graduation, and developing flexible online and online dual degree programs.
According to Professor Nguyen Thi Thanh Mai, Vice Director of the Vietnam National University Ho Chi Minh City, this policy not only commits to providing financial support but also serves as a foundation to promote the strong development of young researchers, helping the Vietnam National University Ho Chi Minh City to steadily advance to the pinnacle of regional education .
The student body comprises over 100,000 students.
In 2025, Vietnam National University Ho Chi Minh City (VNU-HCM) achieved many outstanding accomplishments, such as ranking among the top 175 universities in Asia according to the QS Asia 2026 rankings, with both its academic reputation and employer prestige ranking among the top 100 in Asia.
The total number of international publications on Scopus reached over 3,150 by the beginning of December 2025. This result affirms the university's leading position nationwide in scientific research performance.
In addition, the university has been remarkably successful in attracting high-quality human resources, appointing 58 international visiting professors, exceeding the plan by more than 230%.
The Vietnam National University Ho Chi Minh City currently trains over 100,000 students in 147 undergraduate programs, 123 master's programs, and 83 doctoral programs across various fields such as natural sciences, engineering and technology, management, economics and law, health sciences, and agriculture.

This meeting is also the final meeting of the Ho Chi Minh City National University Council before the end of its term as planned by the central government.
Associate Professor Vu Hai Quan - Permanent Deputy Minister of Science and Technology, former Director and former Chairman of the Council of the Vietnam National University Ho Chi Minh City - highly appreciated the role of the council in providing critical feedback and policy advice over the past period.
He also proposed the establishment of a new advisory council to maintain the effectiveness of this collaboration.
