Attending the Congress were comrades: Nong Thi Ha, Deputy Minister - Vice Chairman of the Ethnic Committee; Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lo Van Phuong, Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council; Mua A Vang, Alternate Member of the Party Central Committee, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; former leaders of the Provincial Party Committee, People's Council, and Provincial People's Committee through the periods and 246 delegates representing 536 thousand ethnic minorities in the province.
Over the past years, under the leadership of the Party, ethnic minorities in Dien Bien province have promoted the tradition of solidarity, patriotism, bravery, diligence, and creativity in production and labor, making many important contributions to the cause of national construction and defense. The 4th Congress of Ethnic Minorities in Dien Bien province demonstrates great political and social significance. It is an opportunity to evaluate the implementation of the Party and State's guidelines and policies on ethnic affairs in the locality, affirm, honor, recognize, commend, and reward outstanding collectives and individuals in patriotic emulation movements, achieving outstanding achievements in implementing the Resolution of the 3rd Provincial Congress of Ethnic Minorities, period 2019 - 2024, at the same time setting out goals, targets, directions, and tasks for the period 2024 - 2029; continuing to affirm the consistent guidelines of our Party and State on ethnic issues and great national unity.
The political report at the Congress showed that after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Dien Bien province, the material and spiritual life of ethnic minorities in the province has been improved. The work of preserving traditional cultural values of ethnic groups has been promoted; the qualityof education has been gradually improved. The security and social order in ethnic minority areas is basically stable. All levels and sectors continue to do a good job of propaganda and mobilizing people to comply with the Party's guidelines, the State's policies and laws, and build the great national unity bloc...
The 4th Provincial Congress of Ethnic Minorities in 2024 set out 8 specific goals by 2029.
The presentation at the Congress presented the results of implementing tasks and goals for socio -economic development in ethnic minority areas; experiences in promoting the spirit of self-reliance, strengthening the great solidarity bloc, developing livelihoods, and improving the material and spiritual life of ethnic minorities in the province.
Speaking at the Congress, comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested Party committees, authorities at all levels and sectors to continue to thoroughly grasp and fully understand that ethnic work and implementation of ethnic policies are extremely important, strategic and long-term political tasks in the development process of the province. Prioritize the allocation of resources to invest in and synchronously develop infrastructure, especially in transportation, electricity, education, healthcare, information and communication, clean water, culture, sports, trade services... to create conditions to promote socio-economic development, narrow the gap between regions. Improve the leadership capacity of Party committees and government management; innovate the operation methods of political and social organizations at all levels; focus on the development of Party members, especially in villages, hamlets, border areas, remote areas, and extremely difficult areas. Take care of building a contingent of ethnic minority cadres.

Deputy Minister - Vice Chairman of the Ethnic Committee Nong Thi Ha requested that Party committees, Party organizations and the government of Dien Bien province continue to focus resources on investment in socio-economic development, promote hunger eradication and poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities. Effectively implement 3 national target programs, especially the National Target Program on Socio-economic Development in Ethnic Minority and Mountainous Areas. Focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in border communes, remote communes, and particularly disadvantaged areas...
At the congress, 1 collective and 5 individuals were honored to receive Certificates of Merit from the Minister, Chairman of the Ethnic Committee; 5 individuals were awarded the Medal "For the cause of ethnic development" and 15 collectives and 15 individuals were awarded Certificates of Merit from the Chairman of the Provincial People's Committee.
The Congress passed the Resolution Letter, clearly demonstrating the solidarity, unanimity and high determination of all ethnic minorities in the province.
