
Attending the Congress were: Ms. Nong Thi Ha, Deputy Minister - Vice Chairman of the Committee for Ethnic Minorities; Mr. Mua A Son, Standing Deputy Secretary of the Provincial Party Committee; Mr. Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Lo Van Phuong, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Mua A Vang, Alternate Member of the Central Party Committee, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province; former leaders of the Provincial Party Committee, Provincial People's Council and Provincial People's Committee from various periods; and 246 delegates representing 536,000 ethnic minority people in the province.
Over the years, under the leadership of the Party, the ethnic minority people of Dien Bien province have upheld the traditions of solidarity, patriotism, courage, diligence, and creativity in labor and production, making many important contributions to the cause of national construction and defense. The 4th Congress of Ethnic Minority Representatives of Dien Bien province has great political and social significance. It is an opportunity to evaluate the implementation of the Party and State's guidelines and policies on ethnic affairs in the locality, to affirm, honor, recognize, commend, and reward outstanding collectives and individuals in patriotic emulation movements, and to achieve excellent results in implementing the Resolution of the 3rd Congress of Ethnic Minority Representatives of Dien Bien province, 2019-2024 period, while also setting goals, targets, directions, and tasks for the 2024-2029 period; and to further affirm the consistent guidelines of the Party and State on ethnic issues and national unity.

The political report at the Congress showed that, after 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Dien Bien province, the material and spiritual lives of ethnic minorities in the province have improved. The preservation of traditional cultural values of ethnic groups has been promoted; the quality of education has gradually improved. The security and social order in ethnic minority areas are basically stable. All levels and sectors continue to effectively carry out propaganda and mobilization work to ensure that the people comply with the Party's guidelines, the State's policies and laws, and build national unity...
The 4th Provincial Congress of Ethnic Minorities, held in 2024, set out 8 specific goals to be achieved by 2029.

The presentations at the Congress highlighted the results of implementing tasks and goals for socio-economic development in ethnic minority areas; experiences in promoting self-reliance and self-improvement, consolidating national unity, developing livelihoods, and improving the material and spiritual lives of ethnic minorities in the province.
Speaking at the Congress, Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that Party committees, governments at all levels, and all sectors continue to fully understand and recognize that ethnic affairs and the implementation of ethnic policies are extremely important political tasks with strategic and long-term significance in the province's development process. Priority should be given to allocating resources for the comprehensive development of infrastructure, especially in transportation, electricity, education, health, information and communication, clean water, culture, sports, and commercial services... creating conditions to promote socio-economic development and narrow the gap between regions. The leadership capacity of Party committees and the management capacity of the government should be enhanced; the working methods of political and social organizations at all levels should be reformed; and attention should be paid to the development of Party members, especially in villages, hamlets, border areas, remote areas, and areas with special difficulties. Attention should also be paid to building a team of ethnic minority cadres.

Deputy Minister and Vice Chairwoman of the Committee for Ethnic Minorities Affairs, Nong Thi Ha, requested that Party committees, Party organizations, and the government of Dien Bien province continue to focus resources on socio-economic development, accelerate poverty reduction, build new rural areas, and improve the material and spiritual lives of ethnic minority people. She urged the effective implementation of the three national target programs, especially the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. She also emphasized the need to focus on building and strengthening the grassroots political system in ethnic minority and mountainous areas, particularly in border communes, remote areas, and areas with special difficulties.

At the congress, one collective and five individuals were honored with Certificates of Merit from the Minister and Chairman of the Committee for Ethnic Minorities; five individuals were awarded the "For the Cause of Ethnic Minority Development" commemorative medal; and 15 collectives and 15 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee.
The Congress adopted a Resolution, clearly demonstrating the unity, consensus, and strong determination of all ethnic minority people in the province.
