Overview of the 6th Congress of the Quang Binh Provincial Lawyers Association, term 2024-2029.

The Congress heard the Report summarizing the work of the Quang Binh Provincial Lawyers Association, 5th term, 2018-2024, and the direction and tasks for the 6th term, 2024-2029.

During the past term, the Lawyers' Associations at all levels have undergone significant changes in both organization and operational methods, better meeting the requirements and tasks of the province and the country's development. The Provincial Lawyers' Association focuses on key tasks such as: participating in policy and lawmaking; providing legal advice, legal assistance, resolving complaints and mediating disputes at the grassroots level; disseminating and educating the public about the law... thereby contributing to the successful implementation of tasks related to Party and government building, and the development of the local economy , culture, and society.

During the term, the Provincial Association admitted 581 new members and issued new membership cards to 287 members. Currently, the Provincial Association has 8/8 district-level Lawyers' Associations, 24 branches at provincial-level agencies, 1 Consulting Center and Office directly under the Provincial Association; and 97 grassroots Lawyers' Associations under the District, City, and Town Associations, with a total of 2,215 members.

Thanks to the efforts of all levels of associations, branches, and members, the entire Provincial Association participated in providing feedback on 104 draft laws under the National Assembly 's legislative program; 85 draft legal documents of central agencies; and 2,892 draft legal documents of sectors and localities.

The work of disseminating and educating the public about the law has been intensified by all levels of associations, with expanded scope of activities, diverse and rich content and forms, and practical applications… This has contributed to the successful implementation of the province's political tasks.

Mr. Nguyen Van Thin, Chairman of the Quang Binh Provincial Lawyers Association, stated that these achievements were thanks to the attention and guidance of the Party and the State; the consensus, attention, leadership, direction, and favorable conditions created by the Provincial Party Standing Committee and the Provincial People's Committee; and the coordinated efforts of agencies, departments, organizations, and local Party committees and authorities in the province, which promptly concretized the directives of the Party and the State through specific documents tailored to the actual situation of each unit and locality. This has helped to define the specific roles and responsibilities of relevant agencies and units in coordinating the implementation of tasks by the lawyers' associations at all levels.

The Congress also heard the Executive Committee's review report, the Inspection Committee's review report, and presentations from delegates of the branches.

Delivering a keynote address at the Congress, Mr. Doan Ngoc Lam, Permanent Vice Chairman of the Quang Binh Provincial People's Committee, emphasized that despite many difficulties, with the collective efforts, unity, and high determination, the Executive Committee, Standing Committee, and the Provincial Association's Standing Board have always closely followed the Party's guidelines and viewpoints, and the State's policies and laws; directing and implementing the political tasks assigned by the Association and the Party Committee and government.

Mr. Doan Ngoc Lam, Standing Vice Chairman of the Quang Binh Provincial People's Committee, delivered a speech at the congress.

In response to the need for innovation and better service to the province's political tasks, in line with the expectations and trust of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, the Standing Vice Chairman of the Quang Binh Provincial People's Committee suggested that the Congress should consider adding some tasks and measures for discussion and inclusion in the Resolution of the Congress for the 2024-2029 term.

"I propose that the Congress base its election of the Executive Committee and the Inspection Committee on the Charter of the Vietnam Lawyers Association, the standards for Executive Committee members, and the requirements regarding structure and number, ensuring that the election of the Executive Committee and the Inspection Committee meets the requirements and standards outlined in the proposal, contributing to the complete success of the Congress and fulfilling the aspirations of the provincial lawyers' community. Those elected to leadership positions in the Quang Binh Provincial Lawyers Association for the 2024-2029 term should further develop the Quang Binh Provincial Lawyers Association in the new term, and further enhance the role and importance of the Lawyers Association in the new period," stated the Standing Vice Chairman of the Quang Binh Provincial People's Committee.

The congress elected the Executive Committee of the Quang Binh Provincial Lawyers Association for the sixth term, 2024-2029, consisting of 33 members.

Mr. Nguyen Xuan Tuyen, the full-time Vice Chairman of the Quang Binh Provincial Lawyers Association for the fifth term, was elected Chairman of the Quang Binh Provincial Lawyers Association for the sixth term, 2024-2029.
