According to information from the Central Committee's Health Protection and Care Board, General Nguyen Quyet, born in 1922, former Secretary of the Central Committee of the Party, former Vice Chairman of the State Council, after a period of illness, despite being diligently treated by the Party, the State, a team of professors and doctors, and receiving devoted care from his family, passed away at 9:09 PM on December 23rd at the Central Military Hospital 108 due to old age and weakness.

General Nguyen Quyet, former Head of the General Political Department of the Vietnam People's Army, former Vice Chairman of the State Council, former member of the Central Committee of the Communist Party of Vietnam , 4th, 5th, and 6th terms; member of the Central Secretariat of the Party, 5th term; and National Assembly delegate, 4th, 7th, and 8th terms.

Always put the interests of the Party and the people above all else.

General Nguyen Quyet, whose real name was Nguyen Tien Van, was born in 1922 in Chinh Nghia commune, Kim Dong district, Hung Yen province. Throughout his revolutionary career, holding many positions, General Nguyen Quyet always excelled in his duties, a staunch and unwavering communist soldier who always placed the interests of the Party and the people above all else; a talented and virtuous general of the Vietnam People's Army.

Born and raised in a poor family in a rural area rich in revolutionary traditions, at the age of 15, Comrade Nguyen Quyet had to leave home and go to Hanoi to earn a living. Introduced by an aunt with only a primary school diploma, he was hired to work for the newspaper "Duoc Tue," a Buddhist propaganda newspaper of the Northern Buddhist Center. This job allowed Comrade Nguyen Quyet to quickly come into contact with progressive and revolutionary newspapers. It was also there that he was fortunate enough to meet senior revolutionary cadres such as Hoang Quoc Viet, who nurtured and enlightened him. In 1940, he was admitted to the Indochinese Communist Party (now the Communist Party of Vietnam).

When the French Popular Front triumphed, the revolutionary movement in Vietnam, supported by the Popular Front, experienced a vibrant development. Young communist party member Nguyen Quyet was sent by the Party to work within this movement in his hometown of Hung Yen. After a period of training, he was sent to Hanoi by Comrade Hoang Quoc Viet to join the Hanoi City Party Committee, in charge of military affairs.

In early 1945, when the Central Committee issued the historic directive "The Japanese and French are fighting each other, and our actions are necessary," Comrade Nguyen Quyet was appointed by the Party Central Committee as Secretary of the Hanoi City Party Committee, directly leading the General Uprising to seize power. Comrade Nguyen Quyet's courage and military talent were demonstrated during this difficult time.

When the nationwide resistance war broke out, Hanoi Party Secretary Nguyen Quyet was appointed by the Central Committee to lead the army southward, fighting alongside the people of the South against the French colonial invaders. Having been closely associated with the battlefields of Military Region 5 for nine years of the resistance war against the French, Comrade Nguyen Quyet held many positions such as: Political Commissar of a Detachment, Political Commissar of a Division, Political Commissar of a Front, Political Commissar of a Regiment, Head of Political Affairs of the Military Region, Political Commissar of a Division, and continuously served as a member of the Military Region Committee. With his experience and organizational talent, Comrade Nguyen Quyet, together with his comrades in the Military Region Command and the Regional Party Committee, simultaneously built up the main army and local troops and guerrilla militia; transforming this area into a free zone, a revolutionary base not only for Central Vietnam but also for the Central Highlands and Indochina.

A general who is wise, courageous, humane, upright, honest, and loyal.

During the war against the US for national liberation (1954-1975), he was assigned many important positions such as: Acting Political Commissar and then Political Commissar of the Left Bank Military Region; Deputy Political Commissar and Political Commissar of Military Region 3; Political Commissar of the Left Bank Military Region; Deputy Political Commissar of the Tri-Thien Military Region and concurrently Political Commissar of Front B8 (Tri-Thien Military Region); Political Commissar of the Left Bank Military Region, Military Academy, Military Region 3…

With his courage, talent, and extensive experience, he flexibly and creatively applied the Party's people's war strategy and military art to solve practical problems, making a significant contribution to building Military Region 3 as both a rear area and a front line in the socialist North; building political fortitude, faith, and the will to fight and win against the American invaders for the armed forces and the people of the Tri Thien Military Region, making a crucial contribution to bringing the resistance war against the US to a glorious victory.

After the country achieved peace and reunification, he continued to be entrusted with many important tasks such as: Political Commissar and Commander of Military Region 3; Commander and Party Secretary of Military Region 3; Deputy Head of the General Political Department; Head of the General Political Department; Standing Member of the Central Military Party Committee (now the Central Military Commission); Secretary of the Central Committee of the Party, and Vice Chairman of the State Council. With the keen and insightful thinking of a talented and virtuous general, along with the extensive experience accumulated during years of fierce and arduous struggle, he proposed to the Party and the State many strategic issues concerning political, military, and national defense tasks.

In particular, as someone entrusted by the Party with Party work, political work, and ideological work in the Army, Comrade Nguyen Quyet, having served in numerous battlefields and held many positions, was always dedicated to his work, regardless of his role or circumstances. Loyal to the Party's ideals, steadfast in Marxism-Leninism and Ho Chi Minh Thought, Comrade Nguyen Quyet, together with the Central Military Party Committee and the General Political Department, educated officers and soldiers in the armed forces to firmly grasp and absolutely believe in the Party's reform line, ready to be sharp instruments of the dictatorship, a loyal and reliable force protecting the Party and the socialist State. He resolutely fought against erroneous views and ideologies, and actions violating the Party's guidelines, principles, organization, and leadership among cadres and Party members, creating unity and consensus throughout the Party and the entire army, determined to successfully implement the country's reform under the Party's leadership.

Furthermore, amidst rapidly changing global circumstances, a shifting balance of power, and national difficulties during the period of reform, Comrade Nguyen Quyet, with his unwavering and steadfast stance, along with his colleagues in his role as head of the Party and political work agencies within the Army, proactively prepared the entire army for the transition to a new situation. Combining organizational work, personnel work, policy work, and ideological work, he made a significant contribution to fulfilling the strategic adjustment and troop reduction tasks as required by the Party and the State.

At the same time, the department advised the Party and the State on the issuance of many important policies aimed at promoting the role and functions of the fighting force, the working force, and the production force of the Vietnam People's Army; attracting outstanding young people inside and outside the Army to study to become officers; establishing regulations for Army officers transferring to other sectors, demobilizing, and retiring; researching and issuing a salary system based on position and rank; resolving issues related to household registration in large cities; and paying special attention to officers and soldiers serving on the border and islands; officers of technical branches of the armed forces; and scientific and technical officers; and caring for the families of Army officers.

With over 50 years of revolutionary activity, General Nguyen Quyet always upheld the noble qualities of a communist soldier, remaining loyal to the Fatherland, the Party, and the people, fulfilling all tasks assigned by the Party, the State, the Army, and the people. Comrade Nguyen Quyet was a talented leader, organizer, politician, and military strategist; a general of wisdom, courage, humanity, integrity, honesty, and loyalty, resilient, dedicated, and fearless on the battlefield to carry out his duties; making significant contributions to the struggle for power, national liberation, and the successful implementation of the task of building a socialist rear area in the North, the liberation of the South, and the reunification of the country; and the building and firm protection of the socialist Fatherland of Vietnam. General Nguyen Quyet was also an officer with a simple, humble, and approachable style, close to his comrades and fellow soldiers.

For his achievements, he was awarded many prestigious medals by the Party and the State, such as: the Gold Star Medal; the Ho Chi Minh Medal; the First and Third Class Military Merit Medals; the First Class Combat Medal; the First Class Victory Medal; two First Class Resistance Medals against the French and the Americans; the Victory Banner Medal… and many other prestigious awards from the Party, the State, and international friends.
