In order to develop the labor market and improve the efficiency of connecting labor supply and demand, Quang Ninh has proactively implemented many practical solutions. Among these, the education and training sector plays a core role in supporting recruitment and supplying human resources to businesses, especially in large industrial parks in the province.
Specifically, in 2025, the Department of Education and Training, in coordination with the Provincial Youth Union, the Provincial Economic Zone Management Board, and Amata Ha Long Urban Development Joint Stock Company, organized the 2025 Job Fair at Song Khoai Industrial Park. The fair attracted nearly 30 businesses with hundreds of job openings in various fields, such as high-tech industry, engineering, electronics, logistics, and services. Notably, over 800 students from vocational education institutions in the province came to learn about, apply for, and participate in direct interviews. At the event, over 500 interviews were conducted, and many students were highly regarded by businesses and offered job or internship opportunities after graduation.
Over the past period, the Department of Education and Training has also focused on researching, advising, and proposing to the Provincial People's Council to issue resolutions amending and supplementing policies related to supporting vocational training, attracting and training high-quality human resources; and effectively implementing policies issued by the Provincial People's Council in the field of education and training. At the same time, it has successfully implemented the Plan for innovation, development, and improvement of the quality of vocational education in Quang Ninh province until 2030, with a vision to 2045; paying attention to vocational training for rural laborers, linked to the shift in labor structure from agriculture to non-agriculture.
To improve the quality of human resources, the province also directed the implementation of enhanced coordination among the "three stakeholders" (the state, schools, and businesses) in connecting, exchanging information, and implementing training; especially for strategic businesses and key training institutions to promptly implement training solutions, improve the quality, scale, occupational structure, and skill level of the workforce, meet the needs of businesses, and ensure a balance between supply and demand in the labor market.
The province actively mobilizes businesses to participate in developing training programs, conducting training activities, evaluating learning outcomes, and assessing the quality of training at training institutions, in order to ensure that vocational training activities meet the recruitment needs of businesses and the labor market.
Besides training and job placement activities, Quang Ninh province places special emphasis on communication and propaganda to raise social awareness about the role of vocational education and job creation. This is considered one of the fundamental solutions to create a shift from awareness to action throughout society, especially among parents and students, who directly make career choices.
To fulfill this task, the Department of Education and Training has implemented diverse communication methods suitable for each target group. A highlight was the organization of the 2025 Career Guidance and Admissions Counseling Day, which attracted the participation of over 2,000 students in grades 9 and 12, as well as young people who have completed their military service. The goal was to help them identify the right fields of study and careers that match their abilities, family economic conditions, and current human resource development trends.
According to the Department of Education and Training, in the coming period, the sector will continue to closely follow the direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, while proactively coordinating with departments, agencies, associations, and local authorities to effectively implement tasks according to the plan for human resource development and job creation. A proactive, decisive, and flexible approach to inter-sectoral coordination will be key to ensuring uniformity in the implementation of human resource policies to each locality and each specific target group.
