The plan aims to organize and implement synchronously, decisively, and effectively Program No. 06-CTr/TU of the 17th Hanoi Party Committee on developing culture, improving the quality of human resources, and building elegant and civilized Hanoi people, ensuring progress, quality, and completion of targets and tasks for 2024 and the entire 2021-2025 term.

The plan aims to improve the effectiveness of leadership and guidance by Party committees at all levels, the effectiveness of state management by government agencies at all levels; and the activities of Steering Committees at all levels in organizing the implementation of the targets and tasks of the Program and other tasks as directed by the City Party Committee, City People's Council and City People's Committee.

Furthermore, the implementation of the Program's targets and tasks must ensure progress, quality, practicality, efficiency, and cost-effectiveness, aligning with the practical requirements of each sector, locality, and unit, and linking it to the implementation of the City Party Committee's work programs and plans, the City People's Council's Resolution on socio-economic development in 2024, and other relevant documents. Strict adherence to reporting, briefing, inspection, monitoring, and evaluation procedures is essential for the Program's implementation.

Regarding targets, 18 field-specific targets were further elaborated into 22 targets. Among these, the group of targets that have been completed, maintained, and improved includes 12 targets such as: 88% of families recognized and maintaining the title of "Culturally Advanced Family"; 65% of hamlets/villages recognized as "Culturally Advanced Villages"; and 75% of residential areas recognized as "Culturally Advanced Residential Areas"...

The group of targets to be completed includes 6 indicators, such as: Striving for 100% of villages to have a Cultural House. The number of ranked historical sites includes: special national level: 2/3 sites completed; national level: 4/8 sites completed; city level: 69/80 sites completed…

The group of targets to be completed in 2024 includes 4 indicators: The number of tourists welcomed and served in 2024 is over 27 million; of which the goal is to welcome and serve over 5.5 million international tourists. The percentage of public schools (kindergarten, primary, secondary, and high schools) meeting national standards is 114 schools…

According to this Plan, the Hanoi City Party Committee requests the continued implementation of propaganda work on the content and results achieved in the three key areas of the Program: building a cultural environment; improving the quality of human resources; and building elegant and civilized Hanoi citizens, combining rich and diverse forms of propaganda.

This includes organizing conferences, seminars, forums, and thematic discussions on the program's content and tasks across various fields. It also involves organizing the 7th Journalism Award on "Cultural Development and Building a Refined and Civilized Hanoi Citizen" in 2024, and publishing books to promote and introduce exemplary models in the implementation of the program.
