The plan sets out the purpose of organizing the synchronous, drastic and effective implementation of Program No. 06-CTr/TU of the 17th City Party Committee on Cultural Development, Improving the Quality of Human Resources, Building Elegant and Civilized Hanoians to ensure progress, quality, and completion of targets and tasks for 2024 and the entire 2021-2025 term.
The plan aims to improve the leadership and direction of Party committees at all levels, the effectiveness of state management of governments at all levels; the activities of Steering Committees at all levels in organizing the implementation of the targets and tasks of the Program and tasks under the direction of the City Party Committee, People's Council - People's Committee.
In addition, the implementation of the Program's targets and tasks must ensure progress, quality, practicality, efficiency, and economy, in accordance with the practical requirements of each sector, locality, and unit, and be associated with the implementation of the City Party Committee's Work Programs and Plans, the City People's Council's Resolution on Socio-Economic Development in 2024, and related documents. Strictly implement the information reporting, meeting, inspection, supervision, and evaluation of the Program's implementation results.
Regarding targets, there are 18 field targets that are specified into 22 targets. Of which, the group of targets that have been completed, maintained and improved includes 12 targets such as: Families recognized and maintained the title of Cultural Family 88%; villages and hamlets recognized as Cultural Village 65%; residential groups recognized as Cultural Residential Group 75%...
The group of targets to be completed includes 6 targets, such as: Strive for 100% of villages to have a Cultural House. The number of ranked relics includes special national level: 2/3 relics have been completed; national level: 4/8 relics have been completed; city level: 69/80 relics have been completed...
The group of targets to be completed by 2024 includes 4 targets: The number of tourists welcomed and served in 2024 is over 27 million; of which, we strive to welcome and serve over 5.5 million international visitors. The rate of public schools (preschool, primary, secondary, high school) meeting national standards is 114 schools...
According to this Plan, the Hanoi Party Committee requires continuing to promote the content and results achieved in the three key areas of the Program: Building a cultural environment; improving the quality of human resources; building elegant and civilized Hanoians, combining rich and diverse forms of propaganda.
Including organizing conferences, seminars, talks, and seminars on the contents and tasks of the Program in various fields.
