The Government Office issued Notice No. 579/TB-VPCP dated October 27, 2025, concluding the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 4th meeting of the Steering Committee for important national works and projects in the railway sector.
The announcement stated: At the third session, the Prime Minister assigned 39 tasks, which were actively implemented by ministries, branches and localities. To date, 16 tasks have been completed to meet requirements.
On behalf of the Steering Committee, the Prime Minister welcomed and commended the efforts of ministries, branches and localities in performing assigned tasks.
Besides, there are some important tasks being implemented and need to be completed soon:
(i) The Ministry of Finance speeds up the negotiation and signing of a loan framework agreement for the Lao Cai-Hanoi-Hai Phong Railway Project; proposes to issue government bonds and allocate 5% of development investment expenditure for the 2026-2030 period to proactively source capital for the project; establishes a restructuring project for the Vietnam Railway Corporation;
(ii) The Ministry of Industry and Trade shall preside over and coordinate with Vietnam Electricity Group to review and guide the Investor on power supply, power system and power demand to ensure supply for railway projects;
(iii) The Ministry of Construction presides over working with the Chinese side on the technology transfer plan for the Lao Cai-Hanoi-Hai Phong railway project.
Ensure the commencement of the Lao Cai-Hanoi-Hai Phong Railway Component 1 Project on December 19, 2025
The Prime Minister requested ministries, branches and localities to focus on implementing the following key tasks:
The Ministry of Construction presides over and coordinates with the Ministry of Justice to review policy mechanisms to mobilize resources, including state resources (central and local) and non-state resources.
Requesting ministries, branches and agencies to send comments according to the request of the Ministry of Construction and the direction of the Prime Minister on the development of a Resolution on a special mechanism for implementing the high-speed railway project to soon submit to the National Assembly.
The Ministry of Construction and the Ministry of Science and Technology, according to their functions and tasks, will develop, appraise, and promulgate standards and regulations on railways (high-speed railways and urban railways) to be completed by October 2025. This is a definite requirement that must be completed to serve as a basis for implementing the next work.
Regarding the Lao Cai-Hanoi-Hai Phong railway project , the Ministry of Construction will preside over and coordinate with the People's Committees of the provinces and cities of Hai Phong, Hanoi, and Bac Ninh to urgently work and agree on the route plan and locations of the remaining stations (Nam Hai Phong station, Yen Thuong station, Kim Son) in October 2025.
At the same time, the Ministry of Construction urgently prepares all necessary conditions to ensure the commencement of Project Component 1 (using domestic capital) on December 19, 2025 at the stations, in which it agrees with the proposal of the Ministry of Construction to organize the main bridge point at Lao Cai station. Note that it is necessary to review and ensure full procedures according to legal regulations and the National Assembly's Resolution on the Project.
The Ministry of Agriculture and Environment supports and speeds up the appraisal and approval of the Environmental Impact Assessment Report and dossiers on forest use conversion for Component Project 1.
The Ministry of Finance urgently established a Negotiation Team and conducted negotiations on the Framework Agreement and the contract to provide capital for the Project; promptly implemented the Prime Minister's direction on the proposal to issue Government bonds for the Project to proactively source capital for Project implementation.
Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance to promptly arrange and coordinate, ensuring that site clearance work is not delayed due to lack of capital; focus on completing site clearance to ensure the commencement of Component Project 1 on December 19, 2025.
Urgently complete special mechanisms and policies to implement the North-South high-speed railway project
Regarding the North-South high-speed railway project, the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently complete the dossier on evaluating and selecting the optimal investment form, criteria for selecting investors and the dossier on specific mechanisms and policies for the project after promulgating the Regulations, standards and procedures in accordance with the direction of the Prime Minister and the direction of the Prime Minister in Official Dispatch No. 10049/VPCP-CN dated October 16, 2025 and Deputy Prime Minister Tran Hong Ha in Notice No. 567/TB-VPCP dated October 22, 2025; direct the Railway Project Management Board to complete the selection of a Consultant to support project preparation as reported by the Ministry of Construction.
Localities and Vietnam Electricity Group (EVN) continue to promote site clearance and relocation of technical infrastructure according to approved plans.
Localities urgently review and accurately report capital needs to the Ministry of Construction and the Ministry of Finance for timely arrangement and coordination, ensuring no delay in site clearance due to lack of capital.
The Ministry of Construction coordinates with the Ministry of National Defense and the Ministry of Public Security to clear the site, survey, and relocate defense and security works to ensure the effectiveness and progress of the Project.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Hanoi People's Committee shall preside over the proposal to send to the Ministry of Finance to synthesize and submit to the Prime Minister before November 5, 2025 for consideration and decision on mobilizing ODA capital and preferential loans for Project Line 3 (Hanoi Station - Hoang Mai) in accordance with the Government's regulations in Resolution No. 318/NQ-CP dated October 9, 2025 and related laws; coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the Depot of Project Line 5 (Van Cao - Hoa Lac). At the same time, speed up the progress of projects Line 2 and Line 3 (Cau Giay - Hanoi Station) and project adjustment procedures according to the TOD model.
The Ho Chi Minh City People's Committee focuses on completing procedures to adjust Project Line 2 (Ben Thanh - Tham Luong), striving to start construction by the end of 2025; prioritizing investment in the railway line connecting Tan Son Nhat with Long Thanh International Airport.
The Ministry of Finance shall preside over and coordinate with the Ministry of Justice, the Ministry of Foreign Affairs and relevant agencies to promptly resolve recommendations on ODA capital and financial mechanisms for urban railway projects.
Submit the restructuring project of Vietnam Railway Corporation in October 2025
In addition, the Prime Minister assigned the Ministry of Construction to urgently complete and submit to the Government for promulgation in November 2025 a Decree regulating the assignment of tasks, placing orders, and criteria for selecting Vietnamese organizations and enterprises to be assigned tasks and placing orders for the provision of railway industrial goods and services.
Study the opinions of the People's Committee of Hai Phong city (on the location of Nam Dinh Vu station of the Lao Cai-Hanoi-Hai Phong railway project) and the People's Committee of Dong Nai province (on adding 1 more station in Xuan Hoa of the high-speed railway project on the North-South axis) to decide according to authority in November 2025.
At the same time, urgently study the establishment of an independent expert team for the Projects (including domestic and foreign experts) according to the direction of the Prime Minister in Document No. 6978/VPCP-CN dated July 28, 2025 to support the Ministry of Construction.
The Ministry of Finance urgently submits to the Prime Minister the Project on restructuring Vietnam Railway Corporation, to be completed in October 2025./.
