The Ministry of Construction has submitted a proposal to the Prime Minister - Head of the Steering Committee - requesting consideration of adding projects to the list and strengthening the membership of the State Steering Committee for important national and key projects in the transport sector.
According to the Ministry of Construction's leadership, in implementing the Prime Minister's directive, the Ministry of Construction has sent a letter to the Ministry of National Defense and the People's Committees of provinces and centrally-administered cities requesting proposals for infrastructure investment projects that are of significant importance to socio-economic development and national defense and security of the locality and region, to be added to the list of projects under the Steering Committee.
To date, the Ministry of Construction has received documents from the Ministry of National Defense and 27 localities; of which the Ministry of National Defense did not propose any projects, while the localities proposed adding 39 projects (20 expressway projects, 11 road projects, 5 railway projects, and 3 airport projects) to the list of projects under the Steering Committee.
After review, the Ministry of Construction proposed adding 9 projects currently in the investment preparation phase, which are of significant importance, to the list of projects under the Steering Committee, including:
Firstly, the Bac Kan - Cao Bang Expressway Project, located in Bac Kan province, is 62 km long with a total investment of 19,000 billion VND, using public investment capital. This project is currently in the pre-feasibility study phase.
Secondly, the Hoa Lac - Hoa Binh expressway construction project and the upgrading and renovation of National Highway 6 section from Xuan Mai to Hoa Binh, spanning 23.04 km, has a total investment of VND 10,475 billion and is being implemented under the PPP (Public-Private Partnership) model. The project is currently undergoing feasibility study review.
Thirdly, the Hoa Binh - Moc Chau Expressway Project (Km0+00 - Km19+00) has a length of 12.5 km and a total investment of VND 5,876 billion using public investment capital. The project is currently undergoing appraisal for adjustment of the investment policy.
Fourth, the project to invest in building a road connecting Gia Binh airport to Hanoi capital has a length of 14 km, total investment of 42,451 billion VND, invested in a mixed form. The project is in the investment preparation stage.
Fifthly, the Cam Lo - Lao Bao Expressway Project, with a length of 56 km and a total investment of VND 13,939 billion, is being implemented under the PPP (Public-Private Partnership) model. The project has completed the pre-feasibility study report.
Sixth, the Quy Nhon - Pleiku expressway construction project, the section passing through Binh Dinh province, has a length of 125 km, a total investment of 43,734 billion VND, using public investment capital. The project has been approved by the National Assembly.
Seventh, the Ca Mau Airport expansion and upgrade project has a total investment of VND 2,399 billion, with the Vietnam Airports Corporation as the investor. The project is currently in the detailed design phase following the basic design phase.
Eighth, the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project, with a length of 96 km and a total investment of VND 39,800 billion, is being implemented under the PPP (Public-Private Partnership) model. The project is currently in the feasibility study phase.
Ninth, the Chợ Mới - Bắc Kạn construction investment project has a length of 28.8 km, a total investment of 5,750 billion VND, and uses public investment capital. The project is currently under construction.
In addition, there are 13 important projects currently being studied and proposed for investment by localities in the 2026-2030 period. Therefore, the Ministry of Construction will add them to the list of projects under the Steering Committee when a specific timeframe for starting investment preparation is determined.
For the remaining projects, including small-scale highway projects, not expressway projects; projects in the railway sector (which already have a Railway Steering Committee), the Ministry of Construction proposes not to add them to the list of projects under the Steering Committee.
Currently, the list of projects under the Steering Committee includes 37 out of 95 component projects, of which 35 projects are in the road sector and 2 projects are in the aviation sector.
Since the establishment of the Steering Committee, the Prime Minister, as the head of the Steering Committee, has chaired 17 meetings and has repeatedly inspected the sites and worked with localities to direct the resolution of difficulties and obstacles, and to expedite the progress of the projects.
As of early July 2025, the Ministry of Construction has put into operation a number of additional sections of 6 component projects of the North-South Eastern Expressway, bringing the total length of expressway nationwide to 2,268 km.
The Ministry of Construction is also making efforts to implement and urge localities to construct 25 projects/component projects with a total length of 941 km to be completed in 2025 in order to achieve the target of 3,000 km; directing the acceleration of progress to complete Long Thanh International Airport - phase 1…
