The Ministry of Construction has just submitted a proposal to the Prime Minister - Head of the Steering Committee to consider adding to the list of projects and completing the members of the State Steering Committee for important national projects and key works in the transport sector.
The leader of the Ministry of Construction said that, implementing the direction of the Prime Minister, the Ministry of Construction has sent an official dispatch to the Ministry of National Defense ; People's Committees of provinces and centrally-run cities requesting proposals for investment projects in building transport infrastructure that are important to socio-economic development, ensuring national defense and security of localities and regions to add to the list of projects under the Steering Committee.
To date, the Ministry of Construction has received documents from the Ministry of National Defense and 27 localities; of which the Ministry of National Defense did not propose, while localities proposed to add 39 projects (20 expressway projects, 11 road projects, 5 railway projects, 3 airport projects) to the list of projects under the Steering Committee.
After review, the Ministry of Construction proposed to add 9 projects currently in the investment preparation process of important significance to the list of projects under the Steering Committee, including:
One is the Bac Kan - Cao Bang Expressway Project, located in Bac Kan province, 62 km long, with a total investment of 19,000 billion VND, using public investment capital. This project is in the stage of preparing a Pre-Feasibility Study Report.
Second, the Hoa Lac - Hoa Binh Expressway Construction Investment Project and the upgrading and renovation of National Highway 6, Xuan Mai - Hoa Binh section, 23.04 km long, with a total investment of VND 10,475 billion, invested in the form of PPP. The project is appraising the Feasibility Study Report.
Third, the Hoa Binh - Moc Chau Expressway Project (Km0+00 - Km19+00) has a length of 12.5 km, with a total investment of VND 5,876 billion using public investment capital. The project is being submitted for appraisal to adjust the investment policy.
Fourth, the project to invest in building a road connecting Gia Binh airport to Hanoi capital has a length of 14 km, a total investment of 42,451 billion VND, and is invested in a mixed form. The project is in the investment preparation stage.
Fifth, the Cam Lo - Lao Bao Expressway Project has a length of 56 km, with a total investment of 13,939 billion VND under the PPP method. This project has completed the preparation of the Pre-Feasibility Study Report.
Sixth, the Quy Nhon - Pleiku Expressway Construction Investment Project, the section through Binh Dinh province, is 125 km long, with a total investment of VND 43,734 billion, using public investment capital. The project has been approved by the National Assembly for investment policy.
Seventh, the Ca Mau Airport expansion and upgrade project has a total investment of 2,399 billion VND, invested by Vietnam Airports Corporation. The project is in the design stage after the basic design.
Eighth, the Ho Chi Minh City - Trung Luong - My Thuan Expressway Expansion Investment Project has a length of 96 km, a total investment of 39,800 billion VND, invested under the PPP method. The project is in the stage of preparing a Feasibility Study Report.
Ninth, the Cho Moi - Bac Kan construction investment project has a length of 28.8 km, a total investment of 5,750 billion VND, using public investment capital. The project is under construction.
In addition, there are 13 important projects being studied and proposed for investment by localities in the period 2026 - 2030. Therefore, the Ministry of Construction will add them to the list of projects under the Steering Committee when the specific time to start implementing investment preparation work is determined.
For the remaining projects, including small-scale highway projects, not expressway projects; railway projects (which already have a Railway Steering Committee), the Ministry of Construction proposes not to add them to the list of projects under the Steering Committee.
Currently, the list of projects under the Steering Committee includes 37/95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector.
Since the establishment of the Steering Committee, the Prime Minister, Head of the Steering Committee, has chaired 17 meetings and has directly inspected the site many times, worked with localities to direct the removal of difficulties and obstacles, and urged the progress of projects.
As of early July 2025, the Ministry of Construction has put into operation a number of additional sections of the 6 component projects of the North-South Eastern Expressway, bringing the total length of expressways nationwide to 2,268 km.
The Ministry of Construction is also making efforts to deploy and urge localities to construct 25 projects/component projects with a total length of 941 km to be completed in 2025 to achieve the target of 3,000 km; directing to accelerate the progress to complete Long Thanh International Airport - Phase 1...
