" Hanoi University is currently carrying out procedures to revoke the Bachelor of Foreign Languages degree, English major, distance learning program, awarded to Mr. Vuong Tan Viet (Thich Chan Quang), " said Dr. Nguyen Tien Dung, Vice Rector of Hanoi University.
Mr. Viet studied English Language through distance learning at the University of Foreign Languages (now Hanoi University) from 1994 to 2001. This was also the first university to award Mr. Vuong Tan Viet a bachelor's degree in English.
Hanoi University is in the process of revoking the bachelor's degree of Thich Chan Quang.
Over the past period, the Ministry of Education and Training has reviewed the training process and coordinated with relevant agencies to verify the qualifications of Mr. Thich Chan Quang according to a thorough and careful process, in accordance with the law. The results determined that Mr. Thich Chan Quang used an illegal high school equivalency diploma, and Mr. Thich Chan Quang himself admitted to this.
The Ministry of Education and Training has requested relevant higher education institutions to urgently revoke the diplomas issued to Mr. Thich Chan Quang in accordance with the law, and to review their training procedures to prevent similar cases from occurring in the future.
Previously, on July 30th, the Ho Chi Minh City Department of Education and Training held a meeting with an inspection team from the Government's Religious Affairs Committee - Ministry of Interior, through a letter of introduction, to verify the educational background of Mr. Thich Chan Quang. During the meeting, the Ho Chi Minh City Department of Education and Training, in coordination with the inspection team, reviewed all records, including the list of candidates who graduated from supplementary high school programs and the list of names and scores of all candidates who took the exam on June 6th, 1989.
Following the investigation, the Ho Chi Minh City Department of Education and Training confirmed that Mr. Thich Chan Quang was not on the list of candidates or the list of scores for the 1989 high school supplementary education graduation exam. Furthermore, Mr. Thich Chan Quang's name was not on the list of recipients of high school supplementary education diplomas for the June 6, 1989 course.
Venerable Thich Chan Quang caused a stir in public opinion when he successfully defended his doctoral dissertation at Hanoi Law University in approximately 2 years and 3 months. Before graduating with a PhD, Venerable Thich Chan Quang had a bachelor's degree in English (2001) from the University of Foreign Languages (now Hanoi University); and a bachelor's degree in Law in 2019 from Hanoi Law University (second degree, part-time study program).
According to Article 25 of Circular 21/2019/TT-BGDĐT on the regulations for managing junior high school diplomas, high school diplomas, intermediate teacher training diplomas, college teacher training diplomas, higher education diplomas and certificates of the national education system, diplomas and certificates shall be revoked or canceled in the following cases:
- Engaging in fraudulent activities in admissions, studies, examinations, thesis defenses, graduation projects, dissertations, or fraudulent activities in preparing documents to obtain diplomas or certificates.
- Issued to ineligible individuals
- Issued by an unauthorized person.
- Erased or altered
- To let others use it
- Due to an error by the competent authority that issued the diploma or certificate.
In this case, the person who was awarded the diploma or certificate must return it to the competent authority for revocation within 30 days from the date of receiving the revocation decision.
In the event of a lost diploma or certificate, a written declaration regarding the loss must be made, and the individual will be held legally responsible for the content of the declaration.
