Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 237/QD-TTg dated January 27, 2025, adjusting the medium-term public investment plan using central government budget funds for the period 2021-2025 within the Ministry of Agriculture and Rural Development.
Specifically, the above Decision adjusts down the medium-term public investment plan using central government budget funds for the 2021-2025 period for one project that had already been allocated a medium-term public investment plan (the project "System of works for regulating and supplementing water to serve aquaculture in the southern area of National Highway 1A in Bac Lieu province," the medium-term public investment plan using central government budget funds for the 2021-2025 period, which was allocated by the Prime Minister at 700,000 million VND, is now adjusted down by 60,000 million VND, leaving 640,000 million VND after adjustment).
At the same time, the medium-term public investment plan using central government budget funds for the period 2021-2025 will be adjusted upwards for projects within the Ministry of Agriculture and Rural Development (Long Thanh International Airport Plant Quarantine Station Construction Project (25,000 million VND); Long Thanh International Airport Animal Quarantine Station Construction Project (35,000 million VND)).
The decision states that the Ministry of Agriculture and Rural Development, based on the adjusted medium-term public investment plan using central government budget funds for the period 2021-2025, the list of projects and the amount of central government budget funds allocated in the medium-term public investment plan for the period 2021-2025, shall notify or decide on the allocation of the medium-term public investment plan using central government budget funds for the period 2021-2025 to its affiliated agencies and units, ensuring compliance with the law on public investment, the Resolutions of the National Assembly, and the intended purpose and effectiveness.
The Ministry of Agriculture and Rural Development is responsible for completing the tasks and projects whose medium-term public investment plan, funded by the central government budget, has been adjusted downwards for the period 2021-2025, ensuring timely completion as stipulated in the Law on Public Investment; and for not proposing to competent authorities the allocation of additional central government budget funds for tasks and projects whose medium-term public investment plan for the period 2021-2025 has been adjusted downwards.
At the same time, they are responsible to the Prime Minister, inspection, auditing, and related agencies for the accuracy of the content, data in reports, project lists, and the amount of capital allocated to each project, ensuring compliance with legal regulations.
The Ministries of Agriculture and Rural Development and Transport, according to their assigned functions and tasks, are responsible for ensuring that the total investment of the two projects of the Ministry of Agriculture and Rural Development is consistent with the total investment of Component Project 1 as stipulated in the Decision amending Decision No. 1777/QD-TTg dated November 11, 2020, of the Prime Minister.
The Ministries of Planning and Investment and Finance, based on their assigned functions and responsibilities regarding state management of public investment, are responsible to the Prime Minister, inspection, auditing, and relevant agencies for the accuracy of the content and data in the reports, ensuring compliance with legal regulations; and for monitoring and inspecting the implementation of this Decision.
