Sharing information about the implementation of ethnic affairs and ethnic policies in the district, Mr. Nguyen Minh Tu, Chairman of the People's Committee of Dinh Hoa district, said that in the period 2021-2025, with a total investment capital from the National Target Program 1719 of over 102.5 billion VND, Dinh Hoa district has implemented 9 out of 10 projects, focusing on solving urgent issues in ethnic minority and mountainous areas in the district.
Notably, Project 1 addresses the shortage of residential land, housing, production land, and clean water in ethnic minority and mountainous areas. Since 2022, the People's Committee of Dinh Hoa district has invested in the construction of 8 centralized water supply systems in communes that had not yet achieved the New Rural Area (NRA) status in 2022. Simultaneously, it approved a list of 880 households to receive financial support for purchasing water storage containers; and 36 households for digging wells and building reservoirs, totaling over 13.6 billion VND.
Similarly, implementing Project 4 of the National Target Program 1719 on investing in essential infrastructure serving production and life in ethnic minority and mountainous areas and public service units in the field of ethnic affairs, the district has invested in and started construction of new projects and maintained essential infrastructure such as rural roads, village cultural houses, schools, health stations, etc., in 13 communes (communes in Area III, communes with extremely difficult hamlets, communes that did not meet the new rural standards in 2022 and 2023, and communes that have not completed Program 135). The total expenditure reached 70.168 billion VND…
To date, the ethnic minority and mountainous areas of Dinh Hoa district have seen many positive changes. Over 95% of village roads have been asphalted or concreted; 95% of ethnic minorities have access to clean drinking water; 100% of villages have community centers; and 100% of schools, classrooms, and health stations have been built with solid structures…
In addition, to help ethnic minority households rise out of poverty, one of the solutions that the Dinh Hoa district government is focusing on implementing is strengthening support for preferential loans to create jobs, build houses for stable housing, and develop production... Currently, policy credit funds have covered 100% of hamlets and residential areas in the district.
Mr. Ha Viet Hung, residing in Dong Lan hamlet, Dong Thinh commune, shared that at the beginning of 2022, his family received a 100 million VND loan from the Social Policy Bank of Dinh Hoa district's poverty alleviation program to develop a goat farming model. Along with capital support, the Social Policy Bank's staff regularly visited to inspect and evaluate the effectiveness of the project, and also connected him with specialized agencies to guide his family on goat farming techniques. As a result, Mr. Hung's goat herd now numbers over 30, thriving and beginning to reproduce, opening up an effective economic development path and helping him gradually escape poverty.
Also in Thong Nhat hamlet, Quy Ky commune, Mr. Nong Van Thuy's family had been classified as a poor household for many years, living in a dilapidated thatched house with leaky bamboo walls. Now, thanks to government policies, support from businesses, and a preferential loan of 40 million VND from the district's Social Bank, his family has recently been able to build a new, spacious house, allowing them to live comfortably in their old age…
It can be seen that since the implementation of the Employment Loan Program under Decree No. 61/2015/ND-CP on policies supporting job creation and from the National Employment Fund, especially the National Target Program 1719, by the end of 2023, the Social Policy Bank of Dinh Hoa district has helped more than 1,100 local workers access preferential loans to develop production and business, and increase their income. As a result, the lives of ethnic minority people in Dinh Hoa district have gradually improved. The appearance of the mountainous rural areas of Dinh Hoa district has changed significantly; infrastructure, electricity, roads, schools, health stations, and essential facilities serving production and people's lives have received investment. Social security policies are guaranteed… According to the multidimensional poverty standard applied for the period 2022-2025, the number of multidimensional poor households in the district has decreased from 17.39% at the beginning of 2022 to 5.42% at the end of 2023, corresponding to 1,078 poor households among ethnic minorities. The average per capita income of ethnic minorities reached 43.6 million VND/person/year.
