Delegation of cadres and students of the Central Party Committee's Planning Cadre Training Course worked with leaders of Ninh Binh province

As part of a field research program in Ninh Binh, on the morning of October 6th, a delegation of officials and trainees from the Training Course on Updating Knowledge and Skills for Cadres Planned to Become Members of the Central Committee of the Communist Party of Vietnam (14th term), led by Comrade Nguyen Duy Bac, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics, held a working session with the leaders of Ninh Binh province.

Receiving and working with the delegation were: Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Training Course; Dinh Viet Dung, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee, Head of the Provincial National Assembly Delegation.

Joining and working with the delegation were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee, and leaders of several departments, agencies, and socio-political organizations of the province.

A delegation of trainees from the Training Course for Cadres Planned to Become Central Committee Members worked with the leaders of Ninh Binh province. — Comrade Doan Minh Huan, Secretary of the Provincial Party Committee, delivered a welcoming speech.

In his welcoming remarks, on behalf of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee, Provincial Party Secretary Doan Minh Huan thanked the delegation for choosing Ninh Binh for their field study. He stated that this was an opportunity for Ninh Binh province to exchange and share experiences and orientations for socio -economic development, Party building, the political system, and national security and defense. The Provincial Party Secretary expressed his hope that, drawing on their practical experience in leadership and guidance in their respective localities, the trainees would contribute ideas to help Ninh Binh refine its future development direction.

In his general introduction to the province's natural and socio-economic conditions, the Provincial Party Secretary emphasized: Ninh Binh is located near the capital Hanoi, has a strategic geographical position in terms of national defense and security; it is a transitional space between three sub-regions: North Central, Northwest, and Red River Delta. This presents both opportunities and challenges for Ninh Binh in economic and tourism development.

Over the years, Ninh Binh province has implemented comprehensive solutions and achieved many important accomplishments. Notably, from 2022 to the present, Ninh Binh has become a province that balances its budget with contributions to the central government. In the first nine months of 2024, Ninh Binh's economic growth rate ranked 15th nationwide and 5th in the Red River Delta. After more than 30 years since its re-establishment, Ninh Binh is developing strongly, becoming one of the three automobile assembly centers in the country; a tourism development center for the region and the nation, deeply integrated into the international community; a major fruit and vegetable processing center in the country; a regional event center; and a biosphere reserve center…

During its development, Ninh Binh has learned valuable lessons: It has correctly positioned and accurately identified its local value to determine its competitive advantages and promote development. When Ninh Binh faced the risk of being caught between other growth regions, it chose a green, harmonious, and sustainable development approach, pursuing a happiness index. It has built a harmonious economic development structure. Emphasis has been placed on harmoniously resolving the relationship between preserving, restoring, recreating, and promoting heritage sites and socio-economic development. The development of heritage cities is closely linked to the construction of new rural areas and the inheritance of rural heritage landscapes in urban development. It is for these reasons that Ninh Binh has been recognized by UNESCO as one of the most exemplary models in the world for successfully combining economic development and sustainable tourism, ensuring a harmonious balance of interests among the people, the State, and businesses. During the working session, provincial leaders and trainees of the training course exchanged views on Ninh Binh's outstanding achievements in implementing the Resolution of the 13th National Congress of the Party. The focus was on solutions to leverage the province's strengths in tourism and cultural development, attracting foreign investment, and ensuring national defense and security. The discussion clarified the province's development orientation according to a very new model: Striving to build Ninh Binh into a centrally-governed city by 2035, characterized by its millennium heritage status and its status as a creative city.

Delegates shared insights on the opportunities and challenges, as well as solutions to address the relationship between heritage preservation and promotion; the development of cultural industries based on tourism products and cultural heritage; resolving the issue of urbanization without encroaching on heritage; solutions to attract large, high-tech investors to avoid being trapped by growth poles, contributing to increased budget revenue and ensuring the realization of objectives; the shift in labor structure and occupational structure, especially the orientation of vocational training to serve the province's key and leading economic sectors; and the preparation of human resources and research cooperation to develop the cultural industry and film capital in Ninh Binh.

Concluding the working session, Comrade Nguyen Duy Bac, Permanent Deputy Director of the Ho Chi Minh National Political Academy and Head of the delegation of cadres and trainees of the Training Course, respectfully thanked the provincial leaders for their warm and thoughtful reception. He congratulated the province on its outstanding and comprehensive achievements in recent times, especially the innovations and creativity in leadership and guidance in implementing the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress, term 2020-2025, in socio-economic development, Party building, the political system, and ensuring national defense and security.

Expressing agreement and appreciation for the province's development orientations, especially the choice of developing according to the Millennium Heritage City model - a very new model both in theory and practice, the Deputy Director of the Ho Chi Minh National Political Academy believes that with the tradition of the ancient capital of a thousand years of culture, along with the spirit of unity, self-reliance, self-strength, and strong will and aspiration to rise, the Party Committee, Government and people of Ninh Binh will overcome difficulties and challenges, successfully implement the Resolution of the 22nd Provincial Party Congress and the Resolution of the 13th National Party Congress, and continue to achieve even greater achievements with more breakthroughs and stronger development steps, soon realizing the goal and aspiration to become a centrally-governed city with the characteristics of a Millennium Heritage City and a creative city by 2035.

On this occasion, the Vietnam Foreign Trade Commercial Bank (Vietcombank) donated 2 billion VND to help the people of Ninh Binh province overcome the consequences of natural disasters.
