- On the morning of December 3, the working group of the Tobacco Harm Prevention Fund ( Ministry of Health ) led by Master, Doctor Phan Thi Hai, Deputy Director of the Tobacco Harm Prevention Fund, supervised the work of tobacco harm prevention in the province at the Department of Health of Lang Son province.
Attending the meeting were representatives of the Department of Health and the focal units implementing the program.


According to the Department of Health's report, in the 11 months of 2025, the whole province has synchronously deployed many propaganda and training activities to prevent and combat the harmful effects of tobacco. The health sector has organized 3 training courses to guide the construction of a smoke-free environment, 2 direct communication sessions at schools and residential areas.
13 news articles and 2 multimedia works on the topic of preventing and combating the harmful effects of tobacco were published on Lang Son Newspaper, Radio and Television, contributing to raising public awareness of the harmful effects of tobacco, electronic cigarettes and heated tobacco products.
At the meeting, delegates discussed and exchanged about the difficulties and obstacles in the implementation process; due to the merger of administrative units and changes in personnel in charge of tobacco harm prevention and control in some communes and wards, the progress of implementing the 2025 plan was affected; the implementation of new regulations of the 2025 Bidding Law still has many new points, causing the procurement and disbursement of funds to be delayed; some communication activities and seminars had to be postponed to the end of the year, causing pressure on the grassroots.

The representative of the monitoring delegation highly appreciated the efforts of the Lang Son health sector in maintaining and expanding the "smoke-free environment" model in medical facilities, schools, and workplaces. At the same time, he requested the Lang Son Health Department to continue to promote its role as a coordinating agency, mobilize the participation of relevant departments and branches; strengthen the supervision of the activities of agencies and units in preventing and combating the harmful effects of tobacco; build and develop a network of focal officers and collaborators in communes and wards to improve the effectiveness of tobacco prevention and combat in the area.
As planned, in the afternoon of the same day, the monitoring team will work at Lang Son Lung Hospital and Lang Son College on building a smoke-free environment to protect public health.
