From August 14-15, 2023, in Houston, Texas (USA), the delegation met and worked with corporations and companies in the oil and gas, energy, and industrial environmental treatment technology sectors that meet the standards of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), such as Baker Hughes, Energy Transfer, Energy Capital Vietnam, ExxonMobil, An Phat Group, etc.
With the active support of the Vietnamese Consulate General in Houston, Energy Capital Vietnam, Globalinx Group, and Binh Son Refinery and Petrochemical Joint Stock Company, Quang Ngai province successfully organized the Conference on Cooperation and Investment in the fields of petrochemical refining and energy in the Dung Quat Economic Zone (EZ).
The conference was attended by 32 delegates from American associations, businesses, and corporations operating in Houston in the fields of oil refining, petrochemicals, energy, and import/export.
This is the first time Quang Ngai province has organized an investment promotion conference in Houston - the oil and energy capital of the United States.

At the conference, Mr. Ha Hoang Viet Phuong, Member of the Standing Committee of the Provincial Party Committee and Head of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai province, introduced the investment environment in Dung Quat Economic Zone, investment incentives, and key projects in the petrochemical and energy sectors that Quang Ngai province is seeking to attract foreign direct investment (FDI).
Mr. Khuong Le Thanh, a member of the Board of Directors of Binh Son Refining and Petrochemical Joint Stock Company, introduced the formation and development of the Dung Quat oil refinery - Vietnam's first oil refinery - over the past 15 years.
He expressed his desire to encourage American investors to participate in the second phase of the refinery expansion project and to cooperate in supplying crude oil and environmental treatment technologies as committed at COP 26.
At the conference, investors expressed interest and a desire to learn more about cooperation opportunities with Quang Ngai in the fields of oil and gas, energy, plastic resin production, and seafood import to the US; they also asked many questions about investment procedures, visa issuance, and methods of cooperation with Binh Son Refining and Petrochemical Joint Stock Company…
On the sidelines of the conference, the delegation conducted on-site surveys at the new technology center of Backer Hughes Group - one of the world's largest corporations in the oil and gas services sector, providing technology and environmental treatment solutions in accordance with COP 26 commitments in 120 countries - and surveyed the petrochemical refining center of ExxonMobil Group.

* From August 17-18, the delegation visited Canada and held working sessions with the Vietnamese Ambassador to Canada, Pham Vinh Quang, and the Vietnamese Trade Office; they also surveyed the transportation system in the capital city of Ottawa.
During the working sessions, Ambassador Pham Vinh Quang and the Vietnamese Consul General in Houston, Texas, USA, Nguyen Trac Ba, both highly appreciated Quang Ngai province's proactive approach and efforts in seeking cooperation and investment opportunities.
The two diplomats emphasized that Vietnam's diplomatic missions abroad are ready to support and act as a bridge to promote economic cooperation and other areas between Quang Ngai province and foreign partners in a more substantive way, contributing to the effective implementation of economic diplomacy in the process of the country's deep and comprehensive international integration.
