During the meeting, in order to further concretize the cooperation contents in the field of transportation, and at the same time promote exchanges and cooperation in key areas of mutual interest, the two sides exchanged views, discussed and agreed on the following contents:
1. Both sides will focus on key areas such as: construction of border crossing access roads; highways, international road transport; and further strengthening practical cooperation in the field of transportation.
2. The two sides agree to implement the following contents regarding the management of international road transport:
(1) Coordinate the implementation of international road transport management through the border gates of Ta Lung (Vietnam) - Shuikou (China), Tra Linh (Vietnam) - Longbang (China). At the same time, actively propose to the superior managing agency to expedite the addition of the border gates of Soc Giang (Vietnam) - Binh Mang (China), Ly Van (Vietnam) - Thac Long (China) to the list of customs checkpoints, and bring new international road transport routes into the scope of management of the Road Transport Agreement between the two countries;
(2) Develop a plan to restore international road passenger transport and road freight transport routes according to the Agreement and Protocol implementing the Vietnam-China Road Transport Agreement, prioritizing and creating conditions for transport enterprises to restore in 2025 for international transport routes from Cao Bang city (Vietnam) through Tra Linh border gate (Vietnam) and Long Bang border gate (China) to Jingxi, Baise to Baise city (Guangxi, China) and vice versa; from Cao Bang city (Vietnam) through Ta Lung border gate (Vietnam) and Shuikou border gate (China) to Longzhou county and Chongzuo city (China) and vice versa.
3. Both sides agreed to coordinate and promote the following: Expedite procedures for opening customs clearance and dedicated cargo transport routes at Ta Lung II Bridge, part of the Ta Lung (Cao Bang, Vietnam) – Shuikou (Guangxi, China) international border gate pair; Complete procedures and report to relevant authorities for approval of the construction of a road bridge across the border stream at Soc Giang (Vietnam) - Binh Mang (China) border gate; Promote the early completion of upgrading the Ly Van (Vietnam) - Thac Long (China) bilateral border gate to an international border gate, and complete procedures for opening customs clearance and dedicated cargo transport routes at Ban Khoong (Vietnam) - Nham Ung (China); Accelerate the construction progress of the Tra Linh (Cao Bang) - Dong Dang ( Lang Son ) expressway project, and promote the connection of the Vietnam - China expressway system.
4. Both sides agreed to periodically hold the International Road Transport Conference in the second quarter of each year. At the same time, non-regular exchange and cooperation activities may be conducted as needed to share information, exchange ideas, and coordinate the resolution of issues arising during the cooperation process. Both sides will improve the management structure of international transport at each side's border crossings to strengthen management and promote international road transport;
5. Both sides agree to establish a joint working group, clearly defining the implementing agency, contact person, and communication methods of each side, responsible for exchanging and determining cooperation contents, and facilitating direct daily operational connections between the two sides.
6. Both sides agree that, based on the provisions of the Road Transport Agreement between the Governments of Vietnam and China and the Protocol implementing the Road Transport Agreement, they will exchange "International Road Transport Permits" applicable to passenger, cargo, and official vehicles crossing international road transport border gates such as Ta Lung (Vietnam) - Shuikou (China), and Tra Linh (Vietnam) - Longbang (China). The Soc Giang (Vietnam) - Binh Mang (China) and Ly Van (Vietnam) - Thac Long (China) border gates will be included after being added to the Protocol implementing the Vietnam-China Road Transport Agreement.
