At the meeting, to continue to specify the contents of cooperation in the field of transportation, and at the same time promote cooperation in key areas of mutual interest, the two sides exchanged, discussed and agreed on the following contents:
1. The two sides will jointly focus on key areas such as: construction of border clearance roads; highways, international road transport; continue to strengthen practical cooperation in the field of transportation;
2. The two sides agreed to implement the following contents of international road transport management:
(1) Coordinate in implementing international road transport management operations through the border gates of Ta Lung (Vietnam) - Thuy Khau (China), Tra Linh (Vietnam) - Long Bang (China). At the same time, actively recommend that the superior competent authority speed up the addition of the border gates of Soc Giang (Vietnam) - Binh Mang (China), Ly Van (Vietnam) - Thac Long (China) to the list of customs clearance gates, bringing new international road transport routes into the management scope of the Road Transport Agreement between the two countries;
(2) Develop a plan to restore international road passenger and road freight transport routes according to the Agreement and Protocol implementing the Vietnam - China Road Transport Agreement, giving priority and creating conditions for transport enterprises to restore in 2025 international transport routes from Cao Bang city (Vietnam) through Tra Linh border gate (Vietnam) and Long Bang border gate (China) to Tinh Tay, Bach Sac to Bach Sac city (Guangxi, China) and vice versa; from Cao Bang city (Vietnam) through Ta Lung border gate (Vietnam) and Thuy Khau border gate (China) to Long Chau district and Sung Ta city (China) and vice versa.
3. The two sides agreed to coordinate to promote the following contents: Speed up the procedures for opening customs clearance and specialized roads for transporting goods at Ta Lung II bridge belonging to the international border gate pair of Ta Lung (Cao Bang, Vietnam) - Thuy Khau (Guangxi, China); Complete procedures and report to competent authorities for approval of the construction of a road bridge across the border stream of Soc Giang (Vietnam) - Binh Mang (China); Promote early completion of upgrading the bilateral border gate Ly Van (Vietnam) - Thac Long (China) to an international border gate, complete the procedures for opening customs clearance and specialized roads for transporting goods from Ban Khoong (Vietnam) - Nham Ung (China); Speed up the construction progress of the Tra Linh (Cao Bang) - Dong Dang ( Lang Son ) expressway project, and soon promote the connection of the Vietnam - China expressway system;
4. The two sides agreed to periodically organize the International Road Transport Conference in the second quarter of each year. At the same time, it is possible to conduct non-periodic cooperation exchange activities when necessary to share information, exchange cooperation ideas and coordinate to solve problems arising in the cooperation process. The two sides will complete the international transport management structure at each side's border gates to strengthen management and promote international road transport;
5. The two sides agree to establish a Joint Working Group, clearly identify the implementing agency, contact person and communication method of each side, responsible for exchanging and determining cooperation contents, facilitating direct daily business connection between the two sides.
6. The two sides agree that, based on the provisions of the Road Transport Agreement between the Governments of Vietnam and China and the Protocol for the Implementation of the Road Transport Agreement, they will exchange "International Road Transport Permits" applicable to passenger, cargo and official vehicles passing through international road transport border gates such as Ta Lung (Vietnam) - Thuy Khau (China), Tra Linh (Vietnam) - Long Bang (China). The border gates of Soc Giang (Vietnam) - Binh Mang (China), Ly Van (Vietnam) - Thac Long (China) will be applied after being added to the Protocol for the Implementation of the Vietnam - China Road Transport Agreement.
