The inspection team, consisting of 5 members, was established according to Decision No. 4139/QD-SXD dated October 6, 2025, of the Cao Bang Provincial Department of Construction, headed by Ms. Trinh Thi Thao, Deputy Director of the Department. The inspection focused on: the direction and management of administrative reform; compliance with internal regulations and working procedures; the spirit, attitude, and conduct of civil servants and public employees in performing their duties; and the implementation of public service culture and workplace conduct.
The inspection revealed that the subordinate units have made significant efforts in maintaining administrative order and discipline; effectively implementing regulations on working hours, attire, communication, and conduct in official duties; and have fully disseminated and implemented directives from the Central Government, the province, and the Department regarding administrative reform. Administrative reform has been emphasized, especially in professional fields directly related to citizens and businesses. Most units have proactively applied information technology in handling work, gradually improving the efficiency of administrative procedures.
Besides the achievements, the inspection team also pointed out some shortcomings and limitations such as: the reporting and statistical data on administrative reform in a few units are still superficial and do not accurately reflect the reality; there is a lack of supporting documentation; the dissemination of information about administrative reform has not been carried out regularly and in diverse forms; the posting of news articles on the Department's website is still very infrequent; 1 out of 4 units has not saved funds to increase income for civil servants and employees; the updating of data attached to electronic files of some civil servants and employees on the civil servant and employee management software system is incomplete; some units have not effectively applied document management and operation software, especially for outgoing documents and digital signatures.
In conclusion, the inspection team requested that the units continue to build upon their achievements while seriously addressing shortcomings and deficiencies; strengthen discipline and order in the performance of official duties; enhance a sense of responsibility and a positive attitude towards serving the people; and promote the application of digital transformation in professional work, contributing to building a professional, modern, and efficient administrative system.
The inspection activity is an opportunity for the Department of Construction to realistically assess administrative reform, discipline, order, and public service culture at its affiliated units. This will allow for timely adjustments and improvements in the quality of its staff, aiming to successfully complete the department's political tasks and raise the administrative reform index of the Cao Bang Provincial Department of Construction in 2025.
