Cao Bang Department of Construction inspects administrative reform, administrative discipline and public service culture at its affiliated units.

Implementing Plan 3416/KH-SXD dated August 28, 2025 of the Department of Construction on inspection of administrative reform, discipline, administrative discipline and public service culture in 2025, the Inspection Team of the Department of Construction of Cao Bang province conducted inspections at 04 affiliated units including: Maintenance Project Management Board, 1101S Inspection Center, Center for Architecture - Construction Planning and Cao Bang Construction Quality Inspection Center.

The inspection team of 05 members was established under Decision No. 4139/QD-SXD dated October 6, 2025 of the Department of Construction of Cao Bang province, led by Ms. Trinh Thi Thao - Deputy Director of the Department. The inspection content focuses on: direction and implementation of administrative reform tasks; compliance with working regulations and rules; spirit, attitude and style of civil servants and public employees in performing their duties; implementation of public service culture and behavior in the workplace.

Through inspection, it was found that the subordinate units have made great efforts in maintaining order and administrative discipline; well implementing regulations on working hours, uniforms, communication and conduct in public service; thoroughly grasping and implementing the directives of the Central, the province and the Department on administrative reform work. Administrative reform work has been focused on, especially in specialized fields directly related to people and businesses. Most units have proactively applied information technology in handling work, gradually improving the efficiency of administrative procedure settlement.

In addition to the achieved results, the Inspection Team also pointed out some shortcomings and limitations such as: the reporting and statistics of administrative reform data in a few units are still formal and do not reflect the reality; there is a lack of supporting documents; The propaganda on administrative reform has not been carried out regularly and is not diverse in form; the posting of news and articles on the Department's electronic information page is still very little; 1/4 units have not saved funds to increase income for civil servants and employees; the updating of data attached to electronic records of a number of civil servants and employees on the civil servant and employee management software system is not complete; Some units have not effectively applied software for managing and operating documents, especially for outgoing documents and digital signatures.

Concluding the working sessions, the Inspection Team requested the units to continue promoting the achieved results, at the same time seriously overcome the limitations and shortcomings; strengthen discipline in performing public duties; improve the sense of responsibility and attitude towards serving the people; promote the application of digital transformation in professional work, contributing to building a professional, modern and effective administration.

The inspection activity is an opportunity for the Department of Construction to assess the actual administrative reform, discipline, order and public service culture at its affiliated units, thereby promptly correcting and improving the quality of its staff and civil servants, aiming to successfully complete the political tasks of the industry and improve the administrative reform index of the Department of Construction of Cao Bang province in 2025.
