The delegation included 30 cadres, party members, union members, and association members who are leaders, experts, and civil servants of the Mass Mobilization Committee of Tuyen Quang Provincial Party Committee, the Mass Mobilization Committees of district and city Party Committees, and outstanding individuals in mass mobilization work at the grassroots level, representing over 7,000 "Skilled Mass Mobilization" models of Tuyen Quang province.

Learning from President Ho Chi Minh's thoughts on mass mobilization work and the practice of skillful mass mobilization, in recent times, mass mobilization work and the "Skillful Mass Mobilization" emulation movement have been given attention and implemented by the Party committees, government, and the entire political system of Tuyen Quang province, achieving results that have been recognized by the people.

The delegation visited and learned about the operations of the Tam Dao Mushroom Cooperative in Hop Chau town, Tam Dao district (Vinh Phuc province). This is a typical model of effective community mobilization in the economic development of Vinh Phuc province. The cooperative has built a distinctive brand for edible and medicinal mushrooms; effectively utilizing its strengths in natural conditions, climate, and geographical advantages as a key spiritual and resort tourism area of ​​Vinh Phuc province. The Tam Dao Mushroom Cooperative is also implementing a mulberry cultivation and silkworm farming linkage in Tri Phu commune (Chiem Hoa district).
