Specifically, in the 11 months of 2025, the whole country recorded nearly 178,000 newly registered enterprises. The total registered capital reached 1,753.2 trillion VND and the total number of registered employees was 1,050.8 thousand employees. These indicators all grew impressively by 20.9% in the number of enterprises, 20.9% in registered capital and 16% in the number of employees compared to the same period in 2024.
Capital added to the economy reached a record level with the total registered capital added in 11 months being VND5.6 trillion, a surge of 104.3% over the same period in 2024; of which, the additional capital from operating enterprises accounted for nearly VND3.9 trillion, an increase of 197.3%.
The average registered capital of a newly established enterprise in 11 months reached 9.8 billion VND, equivalent to the same period in 2024.
In addition to the number of newly established enterprises, the number of enterprises returning to operation also increased significantly. In 11 months, the country had 97,600 enterprises returning to operation, an increase of 36.9% over the same period.
Accordingly, the economy welcomed a total of 275,600 newly established and re-operating enterprises in 11 months, an increase of 26.1% over the same period in 2024.
On average, 25.1 thousand businesses enter or re-enter the market each month.
On the contrary, in the 11 months of 2025, the number of enterprises temporarily suspending business was 110,100, an increase of 14.4% over the same period last year; 64,500 enterprises suspended operations pending dissolution procedures, an increase of 11.7%; 30,800 enterprises completed dissolution procedures, an increase of 60.1%. On average, 18,700 enterprises withdrew from the market per month.
To support the development of enterprises and business households, the leaders of the Ministry of Finance requested to resolve bottlenecks in institutions, access to land, resources, minerals, interest rate support, human resource training, etc.
Along with that, build a roadmap to cut procedures, reduce time and costs for administrative procedures; Build a group of policies to support small and medium enterprises, business households in terms of taxes and tax procedures, tax connection, promote business households to become enterprises, small enterprises to become large enterprises, large enterprises to become global, multinational enterprises, associated with infrastructure support mechanisms (electricity, land rent, fees, charges)...
A representative of the Department for Private Enterprise and Collective Economy Development said that the Ministry of Finance focuses on two groups of solutions to support businesses. The first is to improve and reform the investment and business environment, cut down administrative procedures to help businesses reduce the burden of compliance costs, and remove barriers. Next is to support businesses to narrow the gaps in governance, tax, accounting, etc.
