Specifically: At 4:00 p.m. on December 4, the Cai River water rose rapidly, causing 5 fishing boats to drift. The boats included: BTh 95456 TS, owner of which is Ms. Tran Thi Tam (Phu Thuy); BTh 84854 TS, owner of which is Ms. Vo Thi Xuan (Phu Thuy); BTh 83257 TS (Phu Thuy), owner of which is Mr. Tran Ngoc Tuoi; 1 fishing boat from Khanh Hoa province and 1 other fishing boat from Phu Thuy ward were obscured, only the first 4 numbers of BTh 9755 could be seen.

Immediately after receiving the information, Lieutenant Colonel Vo Duy Thanh, Chief of Thanh Hai Border Guard Station, along with 5 officers and soldiers, urgently deployed rescue work. Currently, 4 fishing boats have been guided to safe anchorage. In particular, fishing boat BTh 95456 TS (with 5 workers on board) drifted into the Doi Duong sea area and ran aground. There is no danger to people, but the rescue work is facing difficulties. Another fishing boat is assisting the fishermen to rescue and pull them to safety.

According to the Thanh Hai Border Guard Station, this afternoon the water level rose and flowed rapidly even though the boat was anchored in a safe area. However, the strong pressure of the current still broke the anchor rope, which could cause many fishing boats to drift out to sea.
