After the reorganization, the commune-level administrative units were reduced from 71 communes, wards and towns to 28 communes and wards. The arrangement of personnel for the executive committee, standing committee and key positions of communes and wards was carried out by the Provincial Party Standing Committee and competent authorities in accordance with principles and regulations, ensuring the structure and quantity in the spirit of democracy, objectivity, impartiality, openness, transparency, caution, certainty, and the right person for the right job.

Comrade Luu Van Trung also expected some key contents to be implemented immediately, such as: building working regulations, assigning specific tasks to each comrade, leading and directing the preparation for organizing the congress of party delegates at his level to ensure the set progress and implementing related tasks within his authority, ensuring compliance with Party regulations.

When the new commune-level apparatus officially comes into operation, along with it comes a huge amount of work, new work, new staff, civil servants, and workers. Therefore, it requires the determination and drastic participation of the entire political system and each cadre needs to promote and uphold the sense of responsibility, especially the leader, so that the apparatus operates more and more smoothly, serving the people and businesses better.
