Dong Thap prioritizes smooth operation of two-level local government model

Chairman of Dong Thap Provincial People's Committee Pham Thanh Ngai issued an official dispatch requesting departments, branches, sectors, and People's Committees of communes and wards to deploy key tasks to best fulfill the 2025 socio-economic development targets.

Accordingly, to ensure the highest possible achievement of the targets and tasks of the 2025 socio -economic development plan, the People's Committee of Dong Thap province requests the heads of departments, agencies, and the Chairmen of the People's Committees of communes and wards to thoroughly understand and prioritize the smooth, effective, and efficient operation of the two-tiered local government model.

Departments, agencies, and localities should strengthen discipline and order, uphold the role and responsibility of leaders in directing and managing socio-economic development tasks, focus on directing the synchronized, decisive, and effective implementation of targets, tasks, and solutions assigned by the Provincial People's Committee; and strive to achieve and surpass the socio-economic development targets for 2025.

In addition, departments, agencies, and localities should leverage the leading role of the strategic "four pillars" in accordance with the spirit of important resolutions of the Politburo in transforming the growth model, improving productivity, quality, added value, and competitiveness of products, businesses, and the economy.

Specifically, the Department of Finance will monitor and advise on overall solutions in the management and implementation of tasks and solutions for socio-economic development in 2025, focusing on indicators with low progress (economic growth, investment capital mobilization, state budget expenditure), striving to achieve the highest possible results in completing the targets.

At the same time, advise on overall management solutions for the disbursement of public investment capital plan for 2025 allocated and managed by the province, ensuring the disbursement target reaches 100%; organize meetings with localities still facing difficulties in approving the overall construction plan; regularly review and resolve difficulties, obstacles, shortcomings, limitations, and bottlenecks to advise the Provincial People's Committee to direct and resolve cases definitively within its authority.

The Department is focusing on implementing the adjustment of the Dong Thap Provincial Planning for the period 2021-2030, with a vision to 2050, as directed by the Prime Minister in Notice No. 412/TB-VPCP dated August 11, 2025, and in accordance with the spirit of Government Resolution No. 66.2/2025/NQCP dated August 28, 2025, to be completed before December 31, 2025. This will create new development space and momentum for the province, serving as a basis for restructuring the economy, restructuring industries and sectors; investing in socio-economic infrastructure; and promoting rapid and sustainable socio-economic development.

The Department of Agriculture and Environment will focus on implementing comprehensively and effectively the plan for preventing and controlling plant and animal diseases in the last months of 2025, especially avian influenza and African swine fever. At the same time, it will implement projects and works on disaster prevention and control, landslide prevention, dike maintenance, irrigation upgrading, ensuring flood drainage and drought prevention; and ensuring the safety of people, infrastructure, and production during the rainy and stormy season.

The People's Committee of Dong Thap province requested the Department of Industry and Trade to implement comprehensive solutions to promote industrial, trade, and service growth, completing the annual plan with growth rates of 11.5% and 9.2% respectively; and export turnover exceeding 9.2 billion USD. The Department of Industry and Trade is to monitor the progress of infrastructure investment in Tan Kieu Industrial Park, Soai Rap Oil and Gas Service Industrial Park; Quang Khanh, An Hoa, and Dinh An Industrial Clusters; My Phuoc Tay and Thanh Tan Industrial Clusters; and to promptly coordinate with relevant departments and localities to support the quick resolution of legal procedures and documents, or to advise and recommend to competent authorities for approval if the matter exceeds its authority.

The Department of Construction is focusing on implementing a comprehensive set of solutions to promote the growth of the construction industry, while ensuring the stability of construction material supplies, improving contractor capacity, and completing the annual plan with a construction industry growth rate of 14.2% or higher. At the same time, it will continue to monitor and urge investors to accelerate the progress of ongoing social housing projects; promptly resolve difficulties and obstacles for investors and report any issues beyond its authority to the Provincial People's Committee…

According to the People's Committee of Dong Thap province, in the first 11 months of 2025, agricultural production in the province remained basically stable and showed positive changes. The processing and manufacturing industry continued to play a leading role, with businesses continuing to boost production to meet the needs of the domestic and export markets. Total retail sales of goods and consumer service revenue in the first 11 months of 2025 reached VND 227,920 billion, an increase of 9.58% compared to the same period last year, achieving 89.42% of the 2025 plan. Notably, the province's export activities continued to maintain stability. Total export turnover in the first 11 months is estimated at USD 8.6 billion, reaching 93.82% of the plan.

As of November 2025, state budget revenue in the province reached over 20,966 billion VND, achieving 101.36% of the annual target. From the beginning of the year until now, the province has attracted 51 new investment projects (13 projects with foreign investment capital), with registered capital reaching 21,294.52 billion VND (an increase of 26 projects and over 15,160 billion VND compared to the same period in 2024); at the same time, 2,435 new businesses were established, equivalent to 170.4% compared to the same period last year.

In particular, Dong Thap province is focusing on implementing decisively and effectively a number of key solutions to promote the disbursement of public investment plans in the last months of the year, to ensure the disbursement rate of public investment capital in 2025 and strive to achieve the target of 100% of the plan assigned by the Prime Minister, contributing to promoting the province's GRDP growth for the whole year to reach 8% or more.

Chairman of the People's Committee of Dong Thap province, Pham Thanh Ngai, requested that units focus on removing difficulties and accelerating the disbursement of public investment capital, fulfilling commitments to disburse public investment capital in 2025. Departments, sectors, localities, and investors should do a good job of land clearance, review projects, and focus on quickly resolving difficulties and obstacles to accelerate progress.

According to a report by the Dong Thap Department of Finance, in 2025, the total public investment capital of the province will exceed 16,300 billion VND; of which, local budget capital will be over 10,600 billion VND, and central government budget capital will be over 5,700 billion VND. To date, the province has disbursed over 9,600 billion VND, reaching 59.2% of the adjusted capital plan and over 72.8% of the plan assigned by the Prime Minister...
