According to a dispatch from the Ministry of Agriculture and Rural Development regarding the closure of another bottom sluice gate at the Tuyen Quang hydropower reservoir, at 7:00 AM on September 14th, the upstream water level of the Tuyen Quang reservoir was at an elevation of 116.99 m, the inflow to the reservoir was 1,407 m3/s, and the outflow was 1,835 m3/s.

Implementing the inter-reservoir operating procedure on the Red River basin, the Minister of Agriculture and Rural Development ordered the Director of Tuyen Quang Hydropower Company to close another bottom sluice gate of the Tuyen Quang hydropower reservoir at 10:00 AM on September 14th.

The company closely monitors rainfall and flood developments, structural safety, inflow to the reservoir, and water levels upstream and downstream of the reservoir, promptly reporting to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control) and other relevant agencies as required.

In addition, the Ministry of Agriculture and Rural Development has also sent a document to the People's Committees of the provinces and cities of Tuyen Quang, Phu Tho, Vinh Phuc, and Hanoi regarding ensuring downstream safety when operating the Tuyen Quang hydropower reservoir after opening one bottom sluice gate at 10:00 AM on September 14th.

Accordingly, to ensure the safety of construction projects and activities along the riverbanks, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and cities to: Inform all levels of government, the public, and organizations operating on or along the river about the information so that they can proactively take measures to ensure safety and adjust their activities accordingly; prevent people from going to areas at risk of landslides or construction sites, to avoid unfortunate losses.

Provinces and cities should promptly report any unusual situations to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).

After closing one of the aforementioned bottom sluice gates, the Tuyen Quang hydroelectric reservoir still has one bottom sluice gate open.
