Be proactive and determined in directing and ensuring the completion of the targets and plans for 2024 assigned by the Provincial People's Committee; strive to complete the set goals by 2025. At the same time, propagate and mobilize the people about policies, orientations, markets, and linkages so that people can confidently develop production.
Organize a review of all existing land funds in the area to plan planting areas, arrange land for banana, pineapple and fruit tree production in accordance with the general orientation of the province and ensure the maintenance and expansion of the area. Develop a plan to rotate the area of land for perennial banana cultivation and land for low-value crops to grow banana, pineapple and fruit trees in the direction of commodities to ensure the maintenance and expansion of the area in the area.
For banana growing areas severely affected by Panama disease, develop a plan and roadmap to convert to other crops to improve the soil to be free of disease sources; at the same time, convert land for low-value crops to commercial banana growing.
For temperate fruit growing areas, the selection of planting land must be concentrated, contiguous, contiguous and prioritize good soil, soil with an arable layer > 0.75 m, loose, humus-rich, nutrient-rich, moisture-retaining and well-drained, slope < 200; if the slope > 200, contour lines must be made, planting rows must be arranged on the same contour line to limit soil erosion and facilitate care.
Organize production linkages along the value chain between enterprises, cooperatives and production households, focusing on enterprises, processing and consumption as the focal points. Create opportunities for enterprises, cooperatives and purchasing focal points inside and outside the province to link together to form regional linkages. Pay attention to directing the establishment of cooperatives and cooperative groups to link production and sustainable consumption of products; guide enterprises, organizations, individuals and communes to select and certify OCOP products, certify growing area codes for bananas, pineapples, plums and pears in the province.
Integrate and mobilize funding sources from programs and projects to focus on promoting the development of raw material areas that meet standards for domestic consumption and export. Focus resources on stably building and improving the quality of temperate fruit growing areas associated with OCOP products and developing agricultural tourism. Strengthen the promotion and expansion of production models associated with agricultural tourism, serving the needs of tourists, contributing to increasing income value.
Coordinate with sectors in managing plant varieties, especially fruit varieties, and input materials. Organize training and technical guidance on banana, pineapple, and temperate fruit tree production according to VietGAP standards, organic standards, and standards of importing countries, contributing to improving product quality to meet the requirements of domestic and export markets. Provide guidance on the application of integrated plant health management (IPHM) techniques in growing areas to help improve plant health against pests and diseases, especially Panama disease on bananas.
Continue to attract more businesses to invest in processing factories, deep processing products from bananas, pineapples, temperate fruits; gradually increase the proportion of processed products such as dried bananas, plums, peaches, pears, dried by crispy frying technology, canned pineapple or wines made from bananas, plums, peaches, pears... suitable to the scale of each product according to market demand, to develop stable raw material areas and consume products for the people.
Department of Agriculture and Rural Development
Preside over and coordinate with provincial departments, branches, sectors, and relevant units to direct the development of banana, pineapple, and temperate fruit growing areas in the province. Strictly control the quality of input materials such as seeds, fertilizers, and especially pesticides; strengthen guidance, inspection, and urging localities in developing production according to standards; especially export standards, combining the conversion of new varieties, intensive farming, and improving the sustainable quality of banana, pineapple, and temperate fruit growing areas.
Check the compliance with food hygiene and safety regulations for banana, pineapple and temperate fruit production and processing facilities in the area. Strengthen trade promotion activities, find markets to consume products for local people and businesses.
Continue to direct the Seed Center to focus on research, testing, and selection of new varieties, high-quality disease-resistant varieties suitable for soil and climate conditions, and the cultivation level of Lao Cai people. Build a system of production and supply of quality, disease-free fruit tree varieties with clear origins.
Department of Industry and Trade
Strengthening trade promotion activities for banana, pineapple and temperate fruit products of Lao Cai. Regularly providing information on domestic and international market demand and prices of banana and pineapple products to the Department of Agriculture and Production Development and localities to promptly grasp and regulate production.
Regularly coordinate and exchange information on state regulations in the management, direction, and operation of production, import and export of agricultural products, especially agricultural products exported to the Chinese market. Create conditions for organizations and individuals to purchase and export bananas and pineapples to warehouses, unload, and transport goods... through border gates.
Create favorable conditions to attract economic sectors to invest in building factories, processing workshops, invest in post-harvest preservation technology to develop canned products, bottled fruit juice, fruit wine, banana jam, pineapple, plum, peach, dried pear suitable for the scale of each product according to market demand, create stable raw material areas, ensure product consumption for the people.
According to the report of the Department of Agriculture and Rural Development, by the end of 2023, the whole province will have 2,355 hectares of bananas, with an output of 40,000 tons; 2,200 hectares of pineapples, with an output of 41,900 tons; 4,195 hectares of temperate fruit trees, with an output of 10,445 tons. However, production is not sustainable, efficiency is not high, banana acreage has decreased sharply, banana export prices are unstable; although the area of temperate fruit trees has increased, productivity and quality are low; production organization forms are still spontaneous; processed products are not many...
