Nearly 900 streets divided into 5 areas in the city have sidewalks 3 meters wide or more, which are eligible for partial use for parking, business... with a fee.
The list has just been stated by the Department of Transport in an official dispatch guiding the implementation of a number of regulations on the management and temporary use of a part of the roadway and sidewalk in the area from January 1, 2024. Other routes, if qualified, will continue to be updated by localities.
Of which, there are 207 routes in area 1 in districts: 1, 3, 4, 5, 10, Phu Nhuan, Area A of the New Urban Area South of the city, Thu Thiem New Urban Area; 277 routes in area 2 including districts: 2 - now part of Thu Duc city (except Thu Thiem New Urban Area), 6, 7 (except Area A of the New Urban Area South of the city), 11, Binh Thanh, Tan Binh, Binh Tan.
248 routes in area 3 in districts 8, 9 (old), 12, Thu Duc (old), Tan Phu, Go Vap; 125 routes in area 4 in districts: Binh Chanh, Hoc Mon, Nha Be, Cu Chi; and 11 routes in Can Gio district - area 5.

According to the Department of Transport's guidelines, sidewalks for "lease" must be at least 3 meters wide, of which 1.5 meters is reserved for pedestrians. As for the roadway, after leaving at least two lanes for cars in one direction, the remaining space, if qualified, can be used for activities other than traffic purposes.
The fee applied by the city is based on the average land price in 5 areas, in the inner city will be higher than the suburbs. In particular, the lowest level for parking activities is 50,000 VND, the highest is 350,000 VND/m2 per month. Other activities will apply 20,000-100,000 VND/m2.
According to the licensing and toll collection procedures, the Department of Transport will take charge of the routes managed by this agency. Districts will implement the toll collection with roads managed by localities. According to the Department of Transport, the toll collection will not be implemented on a large scale, but the units will develop a specific plan, in which a number of routes and areas will be selected to implement first on the basis of closely following the new regulations on management and use of part of the roadway and sidewalk.
The city will also apply technology to toll collection, limiting the use of cash. This method helps increase transparency and does not require additional personnel. The Department of Transport is finalizing a proposal to build management software, then publicizing toll rates, collection methods, and exploitation plans... so that people can have information and monitor.
Previously in July, the Ho Chi Minh City government issued a new decision on the management and temporary use of part of the roadway and sidewalk, replacing the old decision that had been in effect for 15 years. Based on this, the City People's Council issued a fee to apply to each case of sidewalk and roadway use.
Accordingly, cases where a part of the roadway and sidewalk is used and fees are paid include: organizing cultural activities ( sports , parades, festivals) and parking lots serving cultural activities; service business locations, buying and selling goods; parking lots with service fees; domestic waste transfer locations of urban environmental sanitation enterprises...
The new regulation is expected to initiate legitimate business activities on the sidewalk, with a commitment to rights and obligations between the government and the people. Small businesses renting sidewalks must pay fees, in return for which their legal rights to use the sidewalks will be protected.
In preparation for some cases of temporary use of part of the sidewalk, some districts in the city have now made a list of routes eligible for arranging activities. Of which, District 1 is expected to have 155 routes, District 3 has 36 routes...
