Solving the problem of exhausted resources for developing new party members in residential areas

(GLO)- Developing party members in residential areas is important in improving the leadership capacity and fighting strength of grassroots party organizations and consolidating the political system at the grassroots level.

However, the reality of "drained resources" in many localities shows that this work is facing many difficulties, requiring synchronous, flexible and practical solutions.

The source of new party member development is gradually drying up.

In the trend of aging population, the situation of lack of new party member development in residential areas has occurred in many places and tends to increase. In the Party cell of residential area 40 (Quy Nhon Ward Party Committee) - one of the strong party cells with 309 party members, but in more than 9 months of this year, only 3 new party members were recruited.

In remote areas, the situation is even more difficult when the number of party members is small and the source of recruitment is limited.

According to the Provincial Party Committee's Organizing Committee, from the beginning of 2025 to now, the entire Provincial Party Committee has admitted 2,873 new party members, reaching 1.95% of the total number of party members. Of which, 2,692 residential area party cells admitted 1,150 party members, accounting for 40.02% of the total number of new party members.

Meanwhile, the Resolution of the 1st Provincial Party Congress, term 2025-2030, sets the annual target of admitting new party members at 3% or more (equivalent to admitting more than 4,500 new party members in 2025).

Explaining the reason, Cao Thi Tuong Sinh, Head of the Party Building Committee of Tay Son Commune, said that local youths often leave their hometowns after graduating from high school to study and work in big cities. The number of young people who stay behind is small, and most of them rarely participate in community activities.

"When young people leave their hometown to work far away, the local elite mass source becomes "narrow", leading to many difficulties in creating sources for Party membership," Ms. Sinh shared.

Similar situations occur in many villages, hamlets, and residential groups in the province. Although the work of developing the Party is always included in resolutions and assigned specific targets, "finding" qualified people for admission remains a difficult problem.

In remote areas and ethnic minority areas, the difficulties are even greater. Dak Rong Commune Party Secretary Huynh Van Nam said: The commune's mass resources are very limited, the majority are ethnic minorities, with low education levels and limited awareness. Young people with conditions go to work far away or work in industrial zones and private enterprises, so it is very difficult to access and train them to develop the Party.

In addition, the leadership capacity and fighting strength of some residential area Party cells have not met the requirements. Some places have not really promoted the role of political core at the grassroots level; the work of discovering and nurturing resources is still formal; and an attractive training and striving environment for young people has not been created. As a result, the grassroots Party members are increasingly aging, lacking youthfulness and creativity, affecting the fighting strength of the Party organization.

Finding a solution to the source "bottleneck"

Despite difficulties, in many places there have appeared good models and methods to help maintain and expand the source of party membership in residential areas.

At Thanh Long village Party Cell (Quy Nhon Tay Ward Party Cell), in the first 9 months of this year, 5 new party members were admitted. Party cell secretary Nguyen Tan Tai shared: “To develop the party effectively, the head of the party cell must be exemplary, closely follow the grassroots, proactively review and discover sources from young union members, demobilized soldiers... and have a plan to train them early and from afar. If we wait for the quota to be set before looking for people, we will definitely be passive.”

From July 1, 2025 to present, Pleiku Ward Party Committee has admitted 7/10 new party members within the target for the last 6 months of the year (according to the Resolution of the 1st Ward Party Congress, term 2025-2030).

Head of the Party Building Committee Nguyen Thanh Van emphasized: Each Party cell must have a specific plan, clearly assigning responsibilities to each Party Committee member and socio-political organization in the work of creating resources. The Party cell secretary must be the pioneer, directly monitoring and nurturing the masses.

When the local emulation movement is vibrant, a practical environment will be formed to help discover, train and select outstanding people to introduce to the Party.

In Lo Pang commune, Party Secretary Hoang Thi Lan Anh emphasized the role of "retaining" local youth. "We focus on building and expanding effective economic models, creating jobs, and increasing income so that young people feel attached to their homeland. Thanks to that, we can both retain the youth source and ensure stable Party development work, not "measuring" it year by year. Since the beginning of the year, the Party Committee of the commune has admitted 17 new party members," Ms. Anh said.

Deputy Head of the Provincial Party Committee's Organizing Committee Nguyen Huu Tuyen affirmed that, facing difficult realities, many localities have proactively identified the causes and found appropriate directions.

If implemented synchronously, resolutely and creatively, the work of developing party members in residential areas will no longer be a "difficult problem", but will become the "key" to consolidating the strength of grassroots party organizations, building an increasingly clean and strong Party from the grassroots.
