The period from 2020 to 2025 is one of the most challenging times for Vietnam's healthcare sector, as it faces the COVID-19 pandemic, natural disasters, climate change, and numerous global health issues.
In those difficult times, the Vietnamese medical team demonstrated the spirit of "a good doctor is like a loving mother," showing courage, dedication, and resilience in overcoming all hardships, successfully controlling the pandemic together with the whole country, and protecting the lives and health of the people.
This information was released by the Ministry of Health at the 8th National Emulation Congress of the Health Sector (2025-2030), held on October 26th in Hanoi. The Congress was attended by Deputy Prime Minister Le Thanh Long.
More radical innovation
Speaking at the Congress, Deputy Prime Minister Le Thanh Long emphasized that in recent years, in response to President Ho Chi Minh's call for patriotic emulation, patriotic emulation movements nationwide in all sectors and fields have been launched, responded to, and effectively implemented, spreading strongly and consolidating the spirit of national unity. These movements have made significant contributions to helping the country overcome difficulties and challenges, achieving great achievements in socio -economic development, and continuously improving the material and spiritual lives of the people.
Contributing to the results of the emulation movement and the country's achievements is the determination, effort, and dedication of the health sector, with significant accomplishments, especially during the 2020-2025 term.
Notably, in response to the special emulation movement: "The whole country unites, works together, and wholeheartedly competes to prevent, control, and defeat the COVID-19 pandemic," the health sector has united, worked together, and overcome difficulties and dangers to fulfill its role as a frontline force in the fight against the pandemic, as "white-coated soldiers," making a significant contribution to our country's effective control of the disease and the recovery and development of socio-economic activities.

The Ministry of Health has effectively implemented the Party and State's guidelines, policies, and laws on health; notably, it advised and submitted to the Politburo Resolution No. 72, which includes many supplementary and strengthening policies, along with specific tasks and solutions, creating a foundation for breakthrough development in the sector.
According to the Deputy Prime Minister, the health sector has intensified efforts in building and perfecting institutions and policies, contributing to gradually unlocking resources, innovating thinking and working methods; and at the same time, resolving many outstanding issues, long-standing problems, and matters of public concern. The capacity of preventive medicine, primary healthcare, and the quality of medical examination and treatment have been improved. The application of science and technology, innovation, and digital transformation have been promoted; traditional medicine continues to develop. Population work has been emphasized, taking advantage of the demographic dividend period and preparing for the aging population phase.
The Deputy Prime Minister also analyzed that the new development phase presents many favorable opportunities but also poses many difficulties for various sectors and fields. For the health sector, these challenges include: globalization and international integration creating new demands for disease control; significant changes in disease patterns; complex environmental pollution and social evils; increasing population size and growing, diverse healthcare needs; and the aging population trend creating increasing pressure on healthcare services…

This context requires the Ministry and the health sector to strongly promote their traditions and achievements; continue to unite, be proactive, courageous, and innovate even more strongly; overcome limitations and shortcomings; and turn emulation movements into driving forces for innovation, creativity, and dedication to strive to excellently fulfill the mission of protecting, caring for, and improving the health of the people.
Numerous widespread emulation movements
Speaking at the Congress, Minister Dao Hong Lan emphasized that patriotic emulation movements have truly motivated and attracted a large number of cadres, civil servants, and employees in the health sector to participate, creating a vibrant and widespread emulation atmosphere in the health sector nationwide. Many collectives and individuals have been recognized, commended, and rewarded by the Party, the State, and the Ministry of Health.
The patriotic emulation movement in the health sector over the past period has truly become a powerful driving force, motivating each individual and unit to continuously strive to overcome all difficulties and challenges through dedicated, persistent, and creative work, achieving great accomplishments. The movement has profoundly transformed everything from ideological awareness to organizational structure and operational methods; from professional expertise and scientific and technical skills to improved medical ethics; building a highly humane relationship between doctors and patients, contributing to the successful completion and exceeding of the goals in the strategy for protecting, caring for, and improving people's health in the 2020-2025 period.
With the theme "Unity - Creativity - Confidence in Entering the Era of National Advancement," the Congress is an important political event for the health sector, aiming to summarize and evaluate the results of patriotic emulation movements over the past five years; commend and honor outstanding collectives and individuals; and draw lessons learned in organizing, rewarding, building, and replicating advanced models.

Patriotic emulation movements have been widely launched, imbued with humanistic values and spreading strongly, such as: the special emulation movement "The whole country unites, works together, and wholeheartedly competes in preventing, controlling, and winning the COVID-19 pandemic"; the movement "70 years of the Health Sector following President Ho Chi Minh's teachings"; the movement "Innovating service style and attitude, aiming for patient satisfaction"; the movement "Cadres, civil servants, and public employees compete to implement workplace culture"; the movement "The whole country competes in innovation and digital transformation"; along with practical activities such as "For the poor - Leaving no one behind", "The whole country joins hands to eliminate temporary and dilapidated houses by 2025"...
Through these movements, tens of thousands of cadres, civil servants, and workers in the health sector have strived to overcome difficulties, develop initiatives, improve professional quality, refine management, and serve the people better and better. Many collectives and individuals have achieved outstanding results, contributing to the comprehensive fulfillment of the sector's political tasks in the past period.
At the Congress, Deputy Prime Minister Le Thanh Long presented the Labor Order to collectives and individuals who had achieved exceptionally outstanding results in their work, contributing to the cause of national construction and defense.
The Minister of Health presented Certificates of Commendation from the Minister of Health to collectives and individuals who achieved many accomplishments in the patriotic emulation movement during the period 2020-2025.
During the period 2020-2025, many collectives, individuals, and exemplary advanced models received numerous prestigious State titles and commendations, such as: Ho Chi Minh City University of Medicine and Pharmacy Hospital - awarded the title of Hero of Labor in 2024, a pioneer in digital transformation and the smart hospital model; the National Institute of Hematology and Blood Transfusion - a leading unit in the humanitarian blood donation movement; Viet Duc Friendship Hospital, Cho Ray Hospital, and Hue Central Hospital - exemplary in the fields of high technology and organ transplantation.
Many outstanding individuals, scientists, and doctors have been honored as Labor Heroes, National Emulation Fighters, People's Doctors, People's Teachers, Excellent Doctors, Excellent Teachers, and many exemplary collectives and individuals have received the Ho Chi Minh Prize, the State Prize, and the Kovalevskaia Prize…/.
