
Reporting to the supervisory delegation, during the period 2021-2023, the company promptly registered and paid insurance contributions when employees started working and adjusted contribution levels when employees experienced changes in income due to salary increases or illness/maternity leave. The company regularly and continuously disseminated insurance policies to employees through unit meetings, activities of mass organizations, or through documents sent via Facebook pages and Zalo groups of units. As of September 30th, Dien Bien Rubber Joint Stock Company currently has 854 cadres, employees, and workers, with 630 employees participating in social insurance, health insurance, and unemployment insurance. The total amount due and interest for 2023 is over 7.7 billion VND; of which over 5.2 billion VND has been paid, and nearly 2.5 billion VND will be paid at the end of the year.

At Dien Bien Road Construction Joint Stock Company I, as of the end of the first nine months of 2023, 47 employees participated in social insurance, health insurance, and unemployment insurance. When employees signed labor contracts, the company promptly and fully registered them for these insurance schemes as required by law. The creation and management of records, books, and documents for tracking, processing, and paying sick leave, maternity leave, and convalescence benefits for employees are clearly and transparently reflected in the company's payroll and attendance records; records are stored in both printed and soft copy formats. However, due to the difficult business and production situation, the company frequently delayed paying social insurance, health insurance, and unemployment insurance contributions for its employees during the period of 2021-2023. In 2023, the company owed over 660 million VND, but as of September 30th, only 350 million VND had been paid…
Members of the inspection team requested that Dien Bien Road Construction Joint Stock Company I clarify several issues related to the total number of employees currently contributing to and paying social insurance, health insurance, and unemployment insurance; the handling of outstanding debts each year; and whether employee benefits, especially health insurance, are guaranteed when the company is late in paying contributions for its employees. During the meeting with the inspection team, representatives of the Dien Bien Road Construction Joint Stock Company I committed to paying the outstanding social insurance, health insurance, and unemployment insurance debts for 2023 as soon as possible.
On behalf of the supervisory delegation, Mr. Nguyen Phu Duc, Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council, acknowledged and summarized the achievements of Dien Bien Road Construction Joint Stock Company I and Dien Bien Rubber Joint Stock Company in implementing legal regulations on social insurance, health insurance, and unemployment insurance policies during the 2021-2023 period. Regarding the recommendations and proposals from these units, the delegation will compile, accept, and forward them to the relevant authorities in the near future.
