More than 130 projects still have land issues
In early 2025, the Project to build Provincial Road 25C from National Highway 51 to Provincial Road 19 in the old districts of Long Thanh and Nhon Trach (now in Phuoc An and Dai Phuoc communes, Dong Nai province) broke ground. The project has a total length of about 2km, aiming to complete the entire Provincial Road 25C from National Highway 51 to Nguyen Huu Canh Street. This is one of the province's key projects to form a connecting axis from Long Thanh International Airport (airport) to Ben Luc - Long Thanh Expressway, Ring Road 3 - Ho Chi Minh City to meet the transportation needs of this airport when it comes into operation.
However, up to now, after more than 7 months of groundbreaking, the implementation of the above project is still facing many difficulties due to the limited area of land handed over. According to the Provincial Construction Investment Project Management Board, the Nhon Trach Branch Land Fund Development Center has only temporarily handed over a part of the land area of Phuoc Long Pagoda. However, the temporarily handed over area is too small so the contractor cannot start construction yet.
To promote site clearance work and speed up the disbursement of public investment capital in the coming time, the Provincial People's Committee has requested departments, branches, localities and investors to focus on speeding up site clearance progress, construction progress, and removing difficulties and obstacles related to land and resources.
According to Mr. Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, for this project, the unit has proposed the Land Fund Development Center, Nhon Trach branch and Long Thanh branch to hand over the entire site in September 2025 to carry out on-site construction.
Not only the Provincial Road 25C Construction Project, in the province there are a series of other projects that are still stuck in land acquisition, affecting the construction work and disbursement of public investment capital. Specifically, according to statistics from the Provincial People's Committee, there are currently more than 130 projects in the province that are stuck in land acquisition. Of these, 75 projects are in the former Dong Nai province and 63 projects are in the former Binh Phuoc province.
Implement solutions to overcome obstacles
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: As of the end of July 2025, the disbursement rate of public investment capital in the province is still low. In particular, in July 2025, the disbursed public investment capital in the province only reached about 200 billion VND.
Reviewing the causes affecting the progress of disbursement of public investment capital in the province shows that the biggest problem still lies in compensation and site clearance to serve the construction of projects.
In the report sent to the Ministry of Finance and the State Treasury on the implementation of public investment capital payment plan for 2025 up to July 31, 2025, estimated to be implemented by August 31, 2025, the Provincial People's Committee stated: The change in regulations on responsibilities, powers, and project management procedures at the local level due to not maintaining the district level and new functional agencies after the arrangement and merger is also the reason why the appraisal of feasibility study reports, appraisal of basic designs, appraisal of construction designs... must be prolonged, affecting the site clearance work of projects where district-level units are the key organizations implementing site clearance work.
Based on the above reality, to remove difficulties and obstacles in site clearance for projects, on August 8, 2025, the Provincial People's Committee issued decisions to establish 2 working groups to resolve difficulties and obstacles in compensation, support and resettlement for projects under the 2025 public investment plan in the province.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, when implementing the 2-level local government model, many procedures in compensation and site clearance have been decentralized to localities. Therefore, to speed up the site clearance for projects, the province has requested branches of the land fund development center in the province, wards and communes to send staff to attend land valuation certificate courses to serve the specific land valuation work when implementing the compensation and site clearance process for projects.
