Removing land clearance obstacles, speeding up capital disbursement at projects

Dong Nai is implementing solutions to remove difficulties and obstacles in compensation and site clearance (GPMB), which are considered the main causes affecting the progress of project implementation as well as disbursement of public investment capital.

Over 130 projects are still facing land acquisition issues.

In early 2025, the construction of Provincial Road 25C, a section from National Highway 51 to Provincial Road 19 in the former Long Thanh and Nhon Trach districts (now Phuoc An and Dai Phuoc communes, Dong Nai province), commenced. The project has a total length of approximately 2km, aiming to complete the entire Provincial Road 25C from National Highway 51 to Nguyen Huu Canh Road. This is one of the province's key projects to create a connecting axis from Long Thanh International Airport to the Ben Luc - Long Thanh Expressway and the Ho Chi Minh City Ring Road 3, meeting the transportation needs of the airport once it becomes operational.

However, to date, more than 7 months after the groundbreaking ceremony, the implementation of the aforementioned project is still facing many difficulties due to the very limited area of ​​land handed over. According to the Provincial Investment and Construction Project Management Board, the Nhon Trach branch of the Land Fund Development Center has only temporarily handed over a portion of the land in the Phuoc Long Pagoda area. However, the temporarily handed-over land is still too small for the contractor to begin construction.

To promote land clearance and accelerate the disbursement of public investment funds in the coming period, the Provincial People's Committee has requested departments, localities, and investors to focus on accelerating land clearance and construction progress, and resolving difficulties and obstacles related to land and resources.

According to Mr. Nguyen Linh, Deputy Director of the Provincial Investment and Construction Project Management Board, for this project, the unit has requested the Land Fund Development Center branches in Nhon Trach and Long Thanh to hand over the entire site by September 2025 to allow for on-site construction.

Not only the Provincial Road 25C Construction Project, but numerous other projects in the province are also facing land acquisition issues, affecting construction and the disbursement of public investment funds. Specifically, according to statistics from the Provincial People's Committee, there are currently more than 130 projects in the province facing land acquisition problems. Of these, 75 projects are located in the former Dong Nai province and 63 projects are located in the former Binh Phuoc province.

Implement solutions to overcome obstacles.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that, as of the end of July 2025, the disbursement rate of public investment capital in the province remained low. In particular, in July 2025, the disbursed public investment capital in the province only reached approximately 200 billion VND.

A review of the factors affecting the disbursement of public investment funds in the province revealed that the biggest obstacle remains the compensation and land clearance process for project construction.

In a report submitted to the Ministry of Finance and the State Treasury on the implementation of public investment capital payments for the 2025 plan up to July 31, 2025, and estimated implementation up to August 31, 2025, the Provincial People's Committee noted: Changes in regulations on responsibilities, powers, and project management procedures at the local level, due to the discontinuation of district-level agencies and the emergence of new functional agencies after reorganization and merger, are also the reasons why the appraisal of feasibility studies, basic designs, and construction designs has to be prolonged, affecting land clearance for projects where district-level units are the key organizations implementing land clearance.

Based on the above situation, in order to resolve difficulties and obstacles in land clearance for projects, on August 8, 2025, the Provincial People's Committee issued decisions to establish two working groups to resolve difficulties and obstacles in compensation, support, and resettlement for projects under the 2025 public investment plan in the province.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, when implementing the two-tiered local government model, many procedures in compensation and land clearance have been decentralized and delegated to local authorities. Therefore, to expedite land clearance for projects, the province has requested the branches of the land fund development center in the province, and the wards and communes to send officials to attend land valuation certification courses to serve the specific land valuation work when implementing the compensation and land clearance process for projects.
