The Hanoi Department of Education and Training has just issued Notice No. 3475/TB-SGDĐT on the results of disciplinary action against individuals who violated regulations at Khuong Ha Primary, Secondary and High School. Accordingly, Ms. Nguyen Phuong Lien, the school's principal, was dismissed.

Specifically, Ms. Nguyen Phuong Lien committed violations causing serious consequences; failed to properly perform her responsibilities, allowing officials under her management to violate the law causing serious consequences while performing professional activities; failed to complete assigned management and operation tasks without a valid reason.

The school's two vice principals were also disciplined. Specifically, Mr. Do Hoai Phuong was given a warning for failing to fulfill his management duties; Ms. Nguyen Thi Hoa Chi was given a reprimand.

In addition, accountant Bui Thi Nguyen was disciplined with a warning for violating financial and accounting regulations, causing serious consequences. Three other teachers were reviewed for not fully performing their duties and responsibilities.

The Hanoi Department of Education and Training requires violators to strictly comply with the disciplinary decision, continue to remedy the consequences and take responsibility before the law. The school must publicly announce the disciplinary action to the entire pedagogical council.

Previously, in October 2024, the inspection team of the Hanoi Department of Education and Training pointed out many financial violations at Khuong Ha Inter-level School that were systematic and lasted for many years, seriously affecting financial transparency and workers' rights.

Specifically, the school organized extra classes and collected money in violation of regulations at the time of inspection, without student applications; had no plan to organize extra classes and learning; organized extra classes according to the regular classes; teachers taught subjects according to the regular curriculum and also taught extra classes.

Revenue and expenditure have not been fully and honestly monitored in accounting books and financial reports based on actual occurrences at the school. The actual revenue in the last 2 years far exceeded the regulations: 20,000 VND/period/student for junior high school and 17,500 VND/period/student for high school, while the maximum regulated level is only 7,000 VND/period/student.

The Department of Education and Training also requested the school to refund the illegally collected money to students along with other remedial measures.

In business cooperation, the inspection team discovered that the school cooperated with businesses to organize clubs, rent classrooms and campuses for business purposes but did not publicly disclose finances as prescribed.

Trade unions, pedagogical councils and functional departments are not provided with full information on financial statements and revenue and expenditure plans.

In addition, many revenue and expenditure activities from clubs, extra-curricular and advanced learning services are not included in the accounting system, leading to "unclear and improper use of revenue sources, violating the Accounting Law and regulations on public asset management.

Request to return 6.6 billion VND of excess revenue

Determining the responsibility belongs to the school's board of directors and accountant, the Department of Education and Training requested the school to rectify and collect nearly 290 million VND in illegal extra teaching fees, return more than 6.6 billion VND in excess revenue, nearly 2 billion VND from club activities, and pay 1.3 billion VND to the budget from illegal exploitation of facilities...

However, after many months, the correction has not been completed. What made the teachers particularly upset was that on June 23, the school issued a notice to deduct the salaries of more than 110 teachers for 12-24 months (including overtime pay and welfare) to recover illegal extra teaching and welfare payments from the facilities fund.

Some teachers reported that their monthly salary was deducted up to nearly 4 million VND while their salary was only over 11 million VND... Meanwhile, parents reported that they have not been refunded tuition fees and other incorrect fees.
