This is the content of the Draft Decision on the issuance of a price framework for renting social housing built without using public investment capital or trade union funds in the city, which the Hanoi People 's Committee is currently soliciting opinions on.
According to the proposal, the specific rental price range for social housing is as follows:
- Social housing buildings are less than 10 stories high, with rental prices ranging from 48,000 VND to 96,000 VND/m2/month.
- Social housing buildings with a height of 10-20 floors have rental prices ranging from 49,000 VND to 98,000 VND/m2/month.
- Social housing buildings with 20-30 floors have rental prices ranging from 73,000 VND to 146,000 VND/m2/month.
- Social housing buildings with a height of 30 floors or more have rental prices ranging from 99,000 VND to 198,000 VND/m2/month.
The prices above do not include value-added tax and building maintenance costs.

The above price does not include the cost of management and operation services; the cost of purchasing interior furnishings and household items in social housing; the cost of fire and explosion insurance, parking fees, water usage, television services, remuneration for the social housing management board, and other service fees…
Currently, the determination of rental prices for social housing in Hanoi is carried out according to Decision No. 25/2019-QD/UBND dated November 5, 2019, of the Hanoi People's Committee. Accordingly, for social housing projects not implemented by the state (funded by businesses), before leasing, the investor is responsible for submitting a price appraisal to the Department of Construction. The Department is responsible for organizing the appraisal and notifying the investor of the appraisal results.
Based on the valuation results, the investor approves and issues the official selling, leasing, and lease-purchase prices of the project, provided that these prices do not exceed the appraised prices.
According to the draft, the above rental price framework for social housing does not apply to the following cases:
- Social housing is built using public investment funds and trade union financial resources;
- Social housing is used as accommodation for workers in industrial zones;
- Social housing is invested with state funds for the people's armed forces (if any);
- The landlords and tenants of social housing have agreed on the rental price.
