The Hanoi People's Committee has just announced a plan to conduct a fire fighting, rescue, and relief drill at the Technopark Tower and S2.18 Apartment Building located within the Vinhomes Ocean Park 1 complex.
Accordingly, the exercise aims to enhance coordination capabilities in firefighting, evacuation, search and rescue operations among the Fire and Rescue Police force, other firefighting and rescue forces, and supporting forces from neighboring localities of Hanoi involved in handling fire, explosion, incident, and accident situations in high-rise buildings.
The city is expected to mobilize approximately 4,007 people to participate in the drill at 9:30 AM on December 27, 2025. The drill will last 14 days, including 2 days of joint training, 1 day of dress rehearsal, and 1 day of actual practice at the Technopark Tower and S2.18 Apartment Building in Vinhomes Ocean Park 1 urban area, Gia Lam commune. The drill will focus on the command and control information mechanism for firefighting, search and rescue, and live-fire exercises.
Regarding the firefighting and rescue plan involving multiple forces and resources, it is organized into two parts: a mechanism operation drill and a live-fire exercise.
The city police force is tasked with leading and coordinating closely with relevant departments and agencies to advise the City People's Committee on coordinating with the Ministry of Public Security in leading, directing, and managing the organization and implementation of the exercise.
The city police, in coordination with Hanoi Radio and Television, broadcast live images and activities of the forces and vehicles participating in rescue, relief, and firefighting at the scene during the official exercise to serve delegates attending the exercise and to broadcast live on local television channels for the public to follow.
The drill aims to disseminate information and raise awareness and a sense of responsibility among facility leaders, employees, and the general public regarding compliance with legal regulations on fire prevention, firefighting, and rescue; to teach them how to organize and apply techniques in firefighting and rescue operations; to assess the operational capabilities of on-site firefighting and rescue equipment; and to evaluate their ability to self-escape in the event of a fire, explosion, or accident.
