Strategic steps to enhance national capacity by 2030

In the context of science, technology and innovation becoming key drivers for socio-economic growth, the need for comprehensive innovation in management models is more urgent than ever. Digital transformation, the 4.0 Industrial Revolution and deep international integration require Vietnam to build a modern, flexible and internationally compliant management system.

Enterprises are identified as the center of the innovation ecosystem, playing a key role in implementing the goals of the KX.07/21-30 Program.

Implementing the Resolution of the 13th National Party Congress and the Strategy for Science, Technology and Innovation Development to 2030, the Ministry of Science and Technology issued Decision No. 2454/QD-BKHCN approving the National Social Sciences and Humanities Program for the period up to 2030: "Research on innovation in science, technology and innovation management in Vietnam", code KX.07/21-30. The program is expected to provide an important scientific argument system to serve the development of guidelines, policies and perfecting state management institutions in the new development period.

The focus of the National Social Sciences and Humanities Program for the period up to 2030: “Research on innovation in science, technology and innovation management in Vietnam” is a comprehensive study of both theory and practice on the model of science, technology and innovation management. The tasks focus on assessing the state management system, the current legal framework and policy mechanisms; analyzing the organizational structure, management of science and technology tasks using the state budget; financial mechanisms for innovation; operations of public and non-public science and technology organizations; and referencing international trends in innovation management. These analyses aim to point out points that need to be adjusted, supplemented or improved to meet development requirements in the new period, and at the same time serve the development of documents to be submitted to the 14th and 15th National Congresses of the Party.

Another important content of the program is to study the role and status of science, technology and innovation management in enterprises - the subject identified as the center of the innovation ecosystem. The program focuses on assessing the level of technological innovation, technology absorption capacity, effectiveness of implementing policies to encourage innovation and competitiveness of Vietnamese enterprises. On that basis, the program proposes solutions to promote enterprises to participate more strongly in research and development (R&D) activities, including improving incentives, building a pilot mechanism (sandbox), expanding access to resources and forming a more effective model of institute - school - enterprise cooperation.

In addition to businesses, the program also considers human resources for science, technology and innovation management as a decisive factor in the effectiveness of the national management system. Accordingly, the program assesses the current status of training and fostering of managers and builds a new system of solutions to standardize training, compile curriculum according to international standards and implement training courses from central to local levels. The goal is to form a team of professional managers, capable of advising and operating policies in a rapidly changing context.

The research results of the program are expected to create a system of valuable scientific products, including thematic reports, policy recommendations, new management models, monographs, scientific articles and training materials. The indicators emphasize the applicability: 50% of the tasks provide direct arguments for policy and guideline planning; 80% contribute to solving shortcomings in the management mechanism in ministries, branches and localities; 100% of the results are published in prestigious scientific journals, of which 40% are international publications in the WoS/Scopus system.

In the context of knowledge-based competition, innovation in science, technology and innovation management models is a prerequisite to improve national competitiveness. The implementation of the National Social Sciences and Humanities Program for the period up to 2030: "Research on innovation in science, technology and innovation management in Vietnam" demonstrates the State's determination to build a modern and integrated management system, creating a foundation for science, technology and innovation to truly become growth drivers by 2030 and beyond.
