This policy is implemented according to Plan No. 428/KH-BCA-BXD-UBNDHN dated July 16, 2025 of the Ministry of Public Security , Ministry of Construction and Hanoi People's Committee, Decision No. 5316/QD-UBND dated October 27, 2025 on approving the "Ticket control process at automatic ticket gates implementing solutions for applying identification, electronic authentication and biometric identification for train passengers at urban railway stations".

In the past time, the Company has coordinated with Visa and Thang Long Software Company to evaluate the current status of the AFC system on Lines 2A and 3.1, develop a plan to upgrade AFC management software, data server, multi-standard reader, control circuit and make the most of existing infrastructure, ensuring absolute safety and uninterrupted operation. From August 20, 2025, the system was tested on the entire Line 2A, attracting nearly 70,987 registrants and more than 344,014 uses, receiving many positive feedbacks. By November 18, 2025, Hanoi Metro had completed the conversion to the new system.

After more than 4 months of implementing Plan 428, with the direction of the Ministries, Hanoi People's Committee and close coordination of C06, RAR Center and related units, the Company has completed the tasks in accordance with the requirements.
Regarding technology, Hanoi Metro has completed the installation of multi-standard readers, AI cameras, upgraded gate control circuits, servers and system security; integrated with the incident handling system and fire alarm system. The company has completed the technical connection with the RAR Center to authenticate accounts on the Hanoi Metro App, coordinated with RAR and C06 to assess system security and synchronize ticket data to VNeID, helping people check and use tickets right on the application.
At the same time, the Company has provided API connection information for RAR/C06 to deploy ticket sales on the national VNeID platform. The Company also built an electronic ticket sales application on the App Store and Google Play that supports many types of tickets and authentication methods (QR, NFC, CCCD chip), deploys biometric identification and cashless payments via e-wallets and bank cards according to the "Tap & Go" model.
Regarding operation, the System ensures security, safety, and fire prevention. Fully applies all types of tickets according to the city's fare policy. Cashless payment. Improves corporate governance and management of state agencies, contributing to promoting digital transformation in public transport.
In the next phase, the Company will complete the system integration with the VNeID application, the National Ticketing Platform and the Ministry of Public Security's Traffic Hub; complete the system security and safety assessment. Phase 2 of the Plan will be deployed at 8 stations of Line 3.1 after the warranty period ends on December 16, 2025, starting to upgrade hardware from this date and testing at some stations from December 25-31, 2025.
From January 1, 2026, the system will operate to serve passengers at 30% of ticket gates, and by January 31, 2026, all hardware upgrades, data centers and AFC management software shared for both routes will be completed, and the entire system is expected to be put into operation in February 2026.
The introduction of the new automatic ticket checking system marks an important step forward in the journey to build a smart, modern and civilized public transport system in the capital, not only improving the passenger experience but also optimizing operational management, contributing to promoting the development of transport infrastructure towards digitalization. Hanoi Metro believes that the application of identification technology, electronic authentication and biometric recognition will open a new phase of more efficient operation, thereby serving passengers better and better and bringing a "Safe - Convenient - Environmentally friendly" experience to the community.
