Hanoi strives to achieve the third quarter GRDP growth target of 8.85%

Accordingly, the city requires thorough understanding and strict implementation of the Party's resolutions, the direction of General Secretary To Lam at the working session with the leaders of Hanoi city on June 16, 2025, the direction of the Government and the Prime Minister; in which focusing on the "four pillars" of: Science and technology, innovation and digital transformation; international integration; law enforcement; private economic development.

At the same time, closely coordinate between agencies in the political system; proactively and actively prepare and successfully organize the Party Congress at the commune level, the 18th Congress of the City Party Committee for the 2025-2030 term towards the 14th National Party Congress, turning the preparation process into a general mobilization of intelligence, spirit and development aspirations to thereby shape a new vision for the Capital in the new era.

In particular, the top priority is to promote economic growth, considering this a key and urgent political task. Focus on 3 main growth drivers: Investment - Export - Consumption; at the same time, create new breakthrough growth drivers, including: Comprehensive digital transformation, leading the development of green economy and circular economy, forming a knowledge-based economic ecosystem, and making the cultural industry a spearhead economic sector.

At the same time, take drastic, practical and effective actions with the motto "6 clear" (clear people, clear work, clear time, clear responsibility, clear product, clear efficiency). Promote the responsibility of leaders in removing difficulties and obstacles, creating the most open and favorable business environment for people and businesses.

Make full use of the effectiveness of the two-tier local government model and the specific mechanisms and policies of the Capital Law (amended) to rebuild development space, unleash resources, create new growth poles, and spread development throughout the region.

Carefully analyze and closely evaluate the implementation of the 5-year socio-economic development plan for 2021-2025, thereby having breakthrough solutions to best achieve the set goals and targets. Create a breakthrough in economic structure and modern urban growth model, create a knowledge-based, creative and high-value-added economy; innovate more strongly, decisively, drastically, revolutionaryly and comprehensively in economic management. At the same time, mobilize all economic sectors, all businesses and people to participate in socio-economic development to firmly enter the era of prosperity, wealth and development.

The city requests departments, branches and sectors to advise on the implementation and completion of the growth targets in Appendix 01 attached. In particular, the target of GRDP growth in the third quarter is 8.85%; in the fourth quarter it is 9.64% and for the whole year 2025 it is 8.5% or more.

Regarding the main tasks and solutions, departments, branches and sectors, according to their functions and tasks, will implement 9 key groups of contents. Specifically, the operation of the 2-level local government organization model must ensure smoothness, efficiency and no interruptions.

Closely monitor the activities of local governments at two levels and the implementation of 28 decrees on decentralization, delegation of power, and assignment of authority to promptly remove difficulties and obstacles in the implementation process.

Building a team of grassroots cadres with good qualities, ethics, capacity, close to the people, solving problems right at the grassroots level; ensuring budget sources to promptly solve urgent and important problems arising in the process of operating the 2-level local government model...
