Hanoi will publicly disclose the names of those who bid high but then forfeit their deposits at land auctions.

In addition to the above information, a recent document from the Hanoi People's Committee also emphasizes prioritizing businesses participating in land auctions, provided that these are entities capable of implementing projects and using the land efficiently.

The Hanoi People's Committee has recently issued a directive on land auctions in the city. Notably, city leaders have requested that district-level People's Committees compile a list of cases where bidders offered prices higher than the market value to win the auction but failed to pay as required, causing market disruption.

This list will be made public on the district's website and the Department of Natural Resources and Environment's website.

In addition, city leaders also requested the police to consider operational measures to promptly detect violations in land use rights auctions; and to guide the People's Committees of districts, counties, and towns to take measures to prevent cases of violations of auction regulations from continuing to participate in auctions.

Besides the information above, another noteworthy point in the document is Hanoi's request for localities to limit the organization of land auctions for individuals to build their own houses. Instead, the priority for auctioning land use rights will be organizations implementing investment projects, with sufficient capacity to carry out and use the land effectively.

The Department of Natural Resources and Environment is tasked with continuing to lead and coordinate with relevant units to accelerate the progress of updating and adjusting land price tables, and submitting them to the City People's Committee for decision on adjusting land price tables as prescribed; promptly updating, coordinating, and guiding district-level People's Committees to resolve difficulties and obstacles in the process of determining land prices.

Regarding the implementation and organization of auctions, Hanoi requires that information about auction sessions be provided publicly and transparently through the information systems of the central government, the city, and local authorities as prescribed.

Districts, counties, and towns shall organize land use right auctions for land allocation with land use fees and land leasing in accordance with the prescribed procedures; consider regulating the bidding increment and auction format (mandatory multi-round bidding) to ensure competitiveness and closeness to market prices.

Previously, public opinion was stirred by the news that deposits were forfeited for 55 out of 68 auctioned land plots in Ngo Ba area, Thanh Cao commune, Thanh Oai district. The unpaid plots had very high winning bids, ranging from over 60 to 100 million VND/m2. These figures were 5 to 8 times higher than the starting price and reached unprecedented levels for the land market in Thanh Oai district.
